Following an inspection of the Vehicle Maintenance facility by Mr. Myrl Nisely on July 7, 2009, the
Division of Water Quality has determined that the No Exposure permit was issued in error and will be
rescinded for the following factors:
• The potential for fuel releases from the refueling station and from the refilling of Underground
Storage Tanks. These activities on the site eliminate the possibility of a declaration of No
Exposure.
• EPA guidelines for Vehicle Maintenance facilities state that vehicles parked outside waiting for
service constitute an industrial activity that requires a stormwater permit.
Continuation of NCG080365, Representative Outfall Status Granted
Accordingly, your facility continues to be covered by stormwater permit NCG080365. An inspection
carried out for this program showed compliance. From knowledge gained about the watersheds being
served by each of the two outfalls, the possibility of Representative Outfall Status was discussed during
the site visit. On July 28, 2009 the Raleigh Regional Office received your written request for
representative outfall status.
By copy of this letter Representative Outfall Status is granted in which Outfall No.I will be sampled for
the quantitative parameters under the Vehicle Maintenance section of the permit, but Outfall No. 2 will
no longer be sampled for the same analytes. However, both outfalls are to still be observed for
Qualitative Monitoring twice yearly, per the permit.
As noted on the request form, if changes occur to the facility or its operations that impact this status, the
facility must notify DWQ of the changes in writing.

Purpose of visit was to see if the facility could qualify for No Exposure Stormwater permit. The presence of a fueling station for
vehicles and the refilling of UST supply tanks preclude the renewal of this permit. Further, EPA guidelines state that parked vehicles
waiting for maintenance constitue a potential threat to stormwater quality, and that a stormwater permit is required under these
circumstances. Therefore, this NE.permit will be rescinded.
The permittee also holds permit NCG080365, and has been carrying out all the requirements. Under that permit, representative outfall
status will be granted.

Inspection Summary:
This permit is currently the one being followed, even though a No Exposure was issued in 2005. The NCGNE0202 permit
is up for renewal, which brought to the attention of DWO that the facility does not need both. Following this inspection, a
decision has been made that No Exposure is inappropriate because of the refueling that takes place, as well as refilling
UST supply tanks. Therefore, the NE permit will be rescinded.
The facility qualifies for Representative Outfall Status, using outfall No. 1 as the one to be sampled. Absent a petroleum
release, there is no difference in stormwater quality at the two outfalls.

If a facility is required to sample multiple discharge locations with very similar stormwater discharges, the
permittee may petition the Director for Representative Outfall Status (ROS). DWO may grant
Representative Outfall Status if stormwater discharges from a single outfall are established as
representative of discharges from multiple outfalls. Approved ROS will reduce the number of outfalls
where analytical sampling requirements apply.
If Representative Outfall Status is granted, ALL outfalls are still subject to the qualitative monitoring
requirements of the facility's permit. After ROS is granted, the facility must notify DWO in writing if any
changes to the facility or its operations take place that would affect this status. The approval letter from
DWO must be kept on -site with the facility's Stormwater Pollution Prevention Plan.
