These activities on the site eliminate the possibility of a declaration of No Exposure. • EPA guidelines for Vehicle Maintenance facilities state that vehicles parked outside waiting for service constitute an industrial activity that requires a stormwater permit. Continuation of NCG080365, Representative Outfall Status Granted Accordingly, your facility continues to be covered by stormwater permit NCG080365. An inspection carried out for this program showed compliance. From knowledge gained about the watersheds being served by each of the two outfalls, the possibility of Representative Outfall Status was discussed during the site visit. On July 28, 2009 the Raleigh Regional Office received your written request for representative outfall status. By copy of this letter Representative Outfall Status is granted in which Outfall No.I will be sampled for the quantitative parameters under the Vehicle Maintenance section of the permit, but Outfall No. 2 will no longer be sampled for the same analytes. However, both outfalls are to still be observed for Qualitative Monitoring twice yearly, per the permit. As noted on the request form, if changes occur to the facility or its operations that impact this status, the facility must notify DWQ of the changes in writing. If Representative Outfall Status is granted, ALL outfalls are still subject to the qualitative monitoring requirements of the facility's permit. After ROS is granted, the facility must notify DWO in writing if any changes to the facility or its operations take place that would affect this status.
