to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement
between North Carolina and the US Environmental Protection Agency dated October 15, 2007 (or as
subsequently amended). Please note this COC is issued with additional monitoring
requirements.
Please take notice that this certificate of coverage is not transferable except upon approval of the
Division of Energy, Mineral, and Land Resources. The Division of Energy, Mineral, and Land
Resources may require modification or revocation and reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required by

In compliance with the provision of North Carolina General Statute 143-215.1, other lawful
standards and regulations promulgated and adopted by the North Carolina Environmental
Management Commission, and the Federal Water Pollution Control Act, as amended,
Albemarle Wood Preserving Plant, Inc.
is hereby authorized to discharge stormwater from a facility located at
Albemarle Wood Preserving Plant, Inc.
1509 Snuggs Park Road
Albemarle
Stanly County
to receiving waters designated as an unnamed tributary to Town Creek, a class C water in
the Yadkin -Pee Dee River Basin, in accordance with the effluent limitations, monitoring
requirements, and other conditions set forth in Parts 1, 11, III, and IV of General Permit No.
NCG210000 as attached.
Amended conditions
1. This Certificate of Coverage is an enforceable part of the permit.
2. In accordance with 15A NCAC 02H .0114(b)(1), the monitoring program in Part 11
Section B Table 1 Analytical Monitoring Requirements of this permit shall apply
to this facility, regardless of whether exposed accumulations of sawdust, wood
chips, bark, mulch, or other similarly sized material are retained on site for more
than seven (7) days.
3. In accordance with 15A NCAC 02H .0114(b)(1), the monitoring program in Part 11

1 Measurement Frequency: Twice per year (unless other provisions of this permit prompt monthly sampling)
during a measureable storm event, until either another permit is issued for this facility or until this permit is
revoked or rescinded. See Table 2 of the General Permit for schedule of monitoring periods through the end of
this permitting cycle. If the facility is monitoring monthly because of Tier Two or Three response actions under the
previous General Permit, the facility should continue a monthly monitoring and reporting schedule.
2 Grab samples shall be collected within the first 30 minutes of disc harge.
3 Sample Location: Samples shall be collected at each stormwater discharge outfall (00) unless representative
outfall status (ROS) has been granted. A copy of the DEMLR letter granting ROS shall be kept on site.
4 For each sampled measureable storm event, the total precipitation must be recorded. An on -site rain gauge
reading must be recorded. Where isolated sites are unmanned for extended periods of time, a local rain gauge
reading may be substituted for an on -site reading.
S Arsenic, chromium, and copper shall be monitored twice per year (unless other provisions of this permit prompt
monthly sampling) during the first year of permit coverage only. No benchmarks apply to these metals, but DEQ
may use sample results to assess whether coverage under this General Permit should be renewed when the
General Permit is renewed in 2018.
This certificate of coverage shall become effective May 19, 2017.
This Certificate of Coverage shall remain in effect for the duration of the General Permit.

We received your application for an NPDES discharge permit on July 29, 2016. To
continue processing your application, we need additional information.
Because the site has operated since the early 1960s with copper chromium arsenate
(CCA) as a wood preserver, we are requesting that you sample the stormwater discharge once for
the parameters listed on the next page and submit results to DEMLR. This information will help
provide support for approving coverage under the general permit you have applied for.
The NCG210000 General Permit is applicable to Timber Products. Although this site has
wood preserving activities, which are typically not eligible for this general permit, we understand
that all wood preserving processes at the facility, including the drip pad, are enclosed. With the
addition of the new post peeling and fence post processing operations, your facility now has a
discharge of stormwater associated with industrial activity from the property and requires
NPDES permit coverage. Your application is being considered for coverage under the NCG21000
General Permit because the exposed activities at your facility are more characteristic of other
lumber and wood products industries that are eligible for coverage under this general permit.
A sample of the stormwater discharge should be collected from any stormwater outfalls
on the property within the first 30 minutes of a measureable storm event. A "measureable storm
event' is any rainfall event that results in a discharge from the outfall, and that is at least 72
hours after the previous rainfall event that resulted in discharge. (In other words, a discharge
from a rain event after a dry period lasting three days or more.)

• The site was covered under an individual permit (NCS000004) several years ago that was rescinded in 2007
because the Division of Water Quality determined there was no point source discharge of stormwater.
• The plant has expanded to include a post -peeling operation for trees. The outlet for sediment control at the
southern corner of the property will now be the only outfall associated with industrial activity. This is what
prompted the need for a new discharge permit.
• Ken Pickle had communicated with the consultant last June and advised that DEQ would consider it for coverage
under the NCG21 permit with an augmented COC, so they are aware that GP coverage could come with extra
stipulations.
• After receiving the NOI, we requested additional sampling; results are attached. [They mailed it in Jan 2017, but
a lot of our mail went missing around then, and we never received the hard copy. I got a digital copy in March
after following up on it.]
• Copper (Cu) and TSS were over current benchmarks. As, Cr, and COD were well under current benchmarks. Cu
levels (0.047 mg/I vs. 0.010mg/I benchmark) were not atypical or unusually high, though; we have encountered
many sites where Cu is over the benchmark as a result of other influences.
• Based on potential pollutants (and possible legacy issues), we think the COC should (1) require the COD/TSS
monitoring despite there being no material piles stored on site, and (2) include additional monitoring for
constituents found in CCA wood preserver. I have proposed they monitor these metals for the first year without
any benchmarks. The GP is up for renewal in 2018, so they would not trigger monthly monitoring until the first
two semi-annual samples in the first year anyway. They will trigger Tiers 1 and/or 2 if elevated TSS levels persist,
though.
• We can review the data at the time of GP renewal to determine whether it is appropriate for this site to
continue being covered under the General Permit. At that time, it may be fine to let them have coverage under
NCG21 as written, or to continue requiring special monitoring.
Please let us know if the MRO is in concurrence with granting a COC for this site under NCG210000.

Albemarle Wood Preserving
Albemarle Wood Preserving was established in 1961 on the current location as a pressure
treating operation only. The preservative used since inception is CCA ( chromated copper
arsenate).
The operation is a closed system meaning that all excess preservative is captured and returned
to the process tank for reuse via a drip pad and door pit. A vacuum / pressure process is
employed for treating. Material is loaded into the retort and an initial vacuum is applied to
prepare the material to better absorb the treating chemical. Next the retort is filled with chemical
and put under pressure until the proper amount of preservative is absorbed. At the end of the
treating cycle another vacuum is established to reclaim excess preservative and partially dry the
material. In the last step in the process the material is placed on a drip pad until dry.
The treating plant is the only operation that has been on the property to date. The current
expansion includes a post peeling operation where full length trees will be processed into round
fence posts. No byproducts (peelings, chips, bark) will be stockpiled on the ground. These will
instead be continually conveyed into trailers for transport off site. Finished posts will be bundled,
allowed to air dry and then treated.

Hi Sam,
Thanks for your call today. Based on your description of the site and operations over the phone, I think we may be able
to permit this facility under NCG21, with an augmented Certificate of Coverage (COC). Unless we see something
unanticipated in the NO1 submittal it seems likely that we will modify the monitoring portion of the permit with
additional conditions in the COC under NCG21. This approach will let your client have permit coverage quicker, and will
require less effort on our part.
In order to be comfortable with this permitting approach we will need a good site plan and a good narrative description
of the site and processes along with the first submittal of the NOI. Per our discussion today, I think you already know
the sort of information we need on the submitted site plan: good graphic description of the site facilities, outfalls
located, any stormwater drainage features or treatment practices, operating areas identified, exposures identified, sub -
drainage areas identified if multiple ones on site, chemical storage areas identified, etc.
See attached the NOI that you reported some difficulty downloading from our website. Let me know if this doesn't work
for you.
