REGAN Sbc'r.1"ry TRACY DAVIS Dworor On January 17, 2018, Brian Lambe from the Wilmington Regional Office of the Division of Energy, Mineral, and Land Resources (DEMLR), conducted a compliance evaluation inspection for Superior Carriers located in 215 Sampson Street, New Hanover County, North Carolina. The site drains to Cape Fear River, which is currently classified as Class SC Waters in the Cape Fear River Basin. The following observations were noted during the DEMLR inspection (please see the attached addendum for additional information about your permit): 1) Stormwater Pollution Prevention Plan (SPPP) A Stormwater Pollution Prevention Plan (SPPP) has been developed, recorded, and properly ,implemented. Yes ❑ No ■ Greater attention to documenting yearly review and inspection is needed. 2) Qualitative Monitoring Qualitative monitoring has been conducted and recorded in accordance with permit requirements. Yes ❑ No ■ Qualitiavie monitoring was not conducted in last two sampling events. 3) Analytical Monitoring Analytical monitoring has been conducted and recorded in accordance with permit requirements. Yes ❑ No ■ Last two sampling events, March and December of 2017 indicate implementation of tier two procedures. Other Observations: This facility does not meet requirements for No Exposure Certification. The area of transfer from the under cover waste handling to the container trailer excludes the facility. A majority of the processes and materials are under cover. Found a puddle of red liquid under one cleaned container trailer, most likely antifreeze. Behind the washing/steaming shed, waste liquids are pumped to a container trailer for removal_ The junction of the hose and container is a source of possible leaks, and thus the company puts a pan (half a barrel) under the junction. There were two barrels with waste materials, one was very full. The cleaning process area may need additional evaluation. The container trailers are steamed with sulfuric acid solution, which drains to an underground container, pumped to a long rectangle above ground container, then pumped to the container trailer. The area could be a source of pollution if a major spill occurred as there is not alot of freeboard with the concrete berms. Has the Stormwater Pollution Prevention Plan been implemented? Comment: The site map needs to be more detailed and updated to include all outfalls and processes. The SWPPP should be updated annually with training. inspections, spill response etc. Qualitative Monitoring Has the facility conducted its Qualitative Monitoring semi-annually? Comment: The gualitatitve monitoring was not conducted during March and December of 2017. Analytical Monitoring Has the facility conducted its Analytical monitoring? # Has the facility conducted its Analytical monitoring from Vehicle Maintenance areas? Comment: The analvtical monitoring results March 2017: Non Polar Oil and Grease 12 (benchmark 15), TSS 466 (100), pH 7.14 December 2017: Non Polar Oil and Grease 161, TSS 410. pH 7.51 The TSS results indicate that the facility must implement tier two procedures. A response is neccessary for the high non polar oil and grease sample result.
