Stormwater/Wastewater General Permit. This permit is reissued pursuant to the requirements of North
Carolina General Statute 143-215.1 and the Memorandum of Agreement between the state of North
Carolina and the U.S. Environmental Protection Agency, dated October 15. 2007 (or as subsequently
amended.) The following information is included with your permit package:

Significant changes to the General Permit are outlined in the Technical Bulletin.
Your coverage under the General Permit is transferable only through the specific action of DEMLR. This
permit does not affect the legal requirements to obtain other permits which may be required by the N.C.
Department of Environmental Quality, nor does it relieve the permittee from responsibility for
compliance with any other applicable federal, state, or local law, rule, standard, ordinance, order.
judgment or decree.

2013, we are forwarding herewith the subject certificate of coverage to discharge under the
subject state - NPDES general permit. This permit is issued pursuant to the requirements
of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between
North Carolina and the US Environmental Protection Agency dated October 15, 2007 (or as
subsequently amended).
Please take notice that this certificate of coverage is not transferable except after
notice to the Division of Water Quality. The Division of Water Quality may require
modification or revocation and reissuance of the certificate of coverage.
A.requirement of this permit is compliance with the Division of Energy. Mineral
and Land Resources' (DEMLRI Mining Permit, therefore, you must hold an approved
DEMLR permit before any mining industrial activities take place.
Please note that mine dewatering wastewater includes wet pit overflows caused
solely by direct rainfall and groundwater seepage for this type of mining operation. Any
discharge of this water (and any stormwater commingled with it) is subject to the effluent
limitations in this permit.
This general permit allows the discharge of stormwater and certain types of
wastewater from your facility. In your application, you specified that only mine dewatering

Per the requirements of the Neuse Riparian Buffer Rule, all stormwater drainage to
stream buffers, from portions of this site that have been constructed after July 22, 1997,
must be discharged through a correctly designed level spreader or another device that
meets diffuse flow requirements per 15A NCAC 213.0233. Diffuse flow requirements are
described in Chapter 8-of-the North Carolina Stormwater BMP Manual, available at:

The plan shall include, but is not limited to: (1) Groundwater monitoring strategies to demonstrate the
effect of pumping and to establish any pumping regime necessary to reduce impacts, and (2) Detailed
plans to maintain surrounding hydrology and respective monitoring to demonstrate compliance. See

We have reviewed the application request you/your company submitted for the
referenced mine site. However, the following information is needed to continue processing
your application:
Please clarify the total permitted acreage onsite. Note that the permitted acreage
includes all affected areas (which include excavation; processing, erosion and
sedimentation control, the haul/access road until its intersection with the nearest
state maintained road, etc.) as well as any undisturbed buffers. Note that it
appears that your permitted acreage is 26* acres. If this is the case, then the
total application processing fee is $5,000.00. Please send a check for the
additional fee required ($1,250.00).
2. Please clarify the name of the applicant. On page one, the applicant is listed as
"Paul E. Belangia"; however, on the Land Entry Agreement, the applicant (and
landowner) is listed as the company "Bridgeton Soils." If you own the property in
your name (not a company name), please revise the left hand side of the Land
Entry Agreement (pg. 18) to remove the company name. Similarly, if you wish
for the permit to be in your name (not a company name), remove the company
name from the right hand side of the Land Entry Agreement. The applicant
listed on page one must be the same as the applicant listed on the Land Entry
Agreement. Please revise either or both pages as necessary and provide the
completed, original page(s) to this office.

3. Revise the mine map to clearly label the permit boundary, affected area limits,
and all buffers. Note that all buffers should be labeled as either undisturbed or
unexcavated and their widths should be provided. Unexcavated buffers are also
included within affected acreage for the site.
4. Revise the mine map to show the haul/access road within the permit boundary
until its intersection with the nearest state maintained road.
5. Provide proof, such as copies of the signed return receipts from certified mail,
that the adjoining landowners and county manager have been properly notified.
Note that adjoining landowners must be notified along the entire permit
boundary, including the access/haul road until its intersection with the nearest
state maintained road. Adjoining landowners across from the intersection of the
haul road and state maintained road must also be notified.
6. Revise the mine map to show the location of proposed silt fence onsite.
7. Revise the mine map to show the location of the culvert underneath the haul.road
in the northwest corner of the site.
8. Revise the mine map to show any homes/buildings within 300 feet of the mine
excavation. (it appears that there is a home within 300. feet along the
southwestern corner of the permit area.)
9. Please address the discrepancy in the pumping indicated for the site. Page 7 of
the application_ indicates that you will pump a maximum of 100,000 gpd.
However, the calculations included with your application seem to indicate that a
maximum pumping rate of 182,880 gpd can be expected.
10. The map of existing conditions (Sheet Cl) shows several field/perimeter ditches
throughout the site. Please explain how these ditches will be addressed during
the progression of mining. (If the ditches will be plugged, please explain your
procedure and provide a detail of the ditch plug.)
11. Please see the enclosed memo from Gabrielle Chianese with the Division of
Water Resources. Depending on your maximum pumping/water withdrawal rate,
you will either need to register your withdrawals with the Division of Water
Resources or obtain a capacity use permit from them. Please contact Ms.
Chianese directly with any questions regarding this memo.

project.
The Bridegeton Soil Mine located in Craven County may have an unduly adverse effect on
ground water supplies. This nine will need to obtain a CCPCUA Hermit if the mine is
withdrawing I00,000gpd of water. If the mine is.withdrawing 10,000 gpd to 100,000 gpd of
water, they will need to register their water withdrawals.
I have attached the CCPCUA permit application form and water use registration form for the
permit applicant to complete. Please submit the application form or registration form
(whichever is applicable) as soon as possible.
A Central Coastal Plain Capacity Use Area (CCPCUA) permit .must be obtained from the
Division of Water Resources if the withdrawal exceeds 100,000 gallons per day and occurs in
Beaufort, Carteret, Craven, Duplin, Edgecombe, Greene, Jones, Lenoir, Martin, Onslow,
Pamlico, Pitt, Washington, Wayne, or Wilson County.
