March 28, 2019 VALHALLA WATER TREATMENT PLANT CHOWAN COUNTY Subj: Information Paper 1. Purpose: To describe the issues with the Valhalla Water Treatment Plant. 2. Agenda 3. Key Points * The water treatment plant consists of a greensand and ion exchange water treatment units designed to produce 2.3 MGD of potable water with the discharge of filter backwash and softener recharge wastewaters. The facility adds calcium thiosulfate for dichlorination to the waste stream to reduce residual chlorine. The wastewater then dumps into a borrow pit where the water infiltrates in the ground. There is no discharge. The facility has violated groundwater standards for chlorides, iron and manganese at the compliance boundary and the contamination has been documented off site. * The County entered into a Special Order by Consent on November 30, 2016. With that the County was going to do an alternative analysis to see what their options were for disposal of the wastewater. They have completed the analysis and now are looking at modelling for their wastewater discharge at a new location. * Under the SOC, the County paid an upfront penalty of $5000 dollars to settle all violations that have incurred previously with the operation of the permit. * The SOC required the County to categorize the plume of the groundwater contamination of chlorides, iron and manganese. The plume encompasses approximately 55 acres. * The SOC also required the County to prepare a Corrective Action Plan for the remediation of the groundwater contamination. The County is presently working on the plan. * The SOC requires the County to achieve compliance before May 1, 2020. (This date is not for the groundwater contamination.)
