8. PROJECT SUNIMARY:
The applicant proposes to install a 55-foot long walkway leading to a 25-foot long by 6-foot
wide pier, a 12-foot by 16-foot platform, two pilings, and a 100-foot long bulkhead that will
be constructed an average of 15 feet offshore.
Project Setting
The proposed project will be constructed at 6045 Martins Point Road, in the Martins Point
subdivision. The 24, 518 SF lot is located approximately 1.5 miles north of the Route 158
Wright Memorial Bridge linking Currituck and Dare counties. The lot is bordered by
Martins Point Drive to the west and the Jean Guite Creek to the east.
Jean Guite Creek, which is approximately 900 feet wide at this location, is 12 inches deep
along the current shoreline and is 20 inches deep a distance of 65 feet offshore. No SAVs
were observed in the area immediately east of the subject property, but scattered SAVs were
observed approximately 40 feet offshore.
The adjacent riparian properties to both the north and south contain apier/platform and a
single-family residence protected by a bulkhead. The pier located on the southern adjacent
property is approximately 60 feet long and the pier located on the northern adjacent property
is approximately 80 feet long. The bulkheads on both the southern and northern adjacent
properties are located an average of 15 feet water ward of the normal water level observed
on the subject property. Many of the lots located further north and south of the subject
property also contain piers of similar lengths and are protected by bulkheads.
Elevations across the lot at 6045 Martins Point Drive range from zero along the Jean Guite
Creek to the east, to approximately eight feet along Martins Point Drive to the west. The
property line along Jean Guite Creek is comprised of a steep, almost vertical, erosion
escarpment of 4-5 feet.
The eastern and western thirds of the lot are located in an AE 7 Flood Zone, while the center
third of the property is located in an X Zone.
The lot has been cleared to allow the construction of a large single-family residence and
pool. The house and pool, which are currently under construction, are located beyond the
30-foot Public Trust Shoreline Area of Environmental Concern (AEC). A large pile of soil
has been stockpiled just outside the 30-foot Public Trust Shoreline AEC for use in backfilling
the proposed bulkhead. There are no wetlands present on the site.
Project Description
The applicant proposes to construct and backfill a 100-foot long bulkhead. The bulkhead
will be constructed an average of 15-feet water ward of Normal Water Level (NWL) and
connect to existing bulkheads located on the lots both north and south of the subject
property. Backfilling the three-foot tall bulkhead will require approximately 250 cubic yards
of soil, much of which has already been stockpiled just outside the Public Trust Shoreline
AEC. If additional soil is required, it will be trucked in from an offsite source.

Once the bulkhead is constructed, the applicant proposes to construct a 55-foot long

Two pilings will also be installed approximately eight feet north of the proposed platform.
9. ANTICIPATED IMPACTS
It is anticipated that the proposed project will cause the following impacts:
• The installation of the proposed bulkhead will result in the filling of 1,598 SF of Public
Trust Area and the placement of 74 cubic yards of material below normal water level. No
wetland fill is proposed.
• The proposed pier/platform will shade 317 SF of Public Trust Area.
• The proposed development will not create any impervious surface in the 30-foot Public Trust
Shoreline AEC.
• A review of available maps indicates that no archaeological resources are located on or near
the subject property.
• The proposed development will result in the disturbance of 21,518 SF of upland area and
3,000 SF of the Public Trust Shoreline AEC.

To install a bulkhead on Lot 3 -Block 1-Section 2 -Martins Point per
enclosed site plan. We are requesting to tie into the existing bulkheads on
each side which is Lot 2 and Lot 4. Also, we request to build a walkway~Cla3~`~C
with a L-shape platform. The walkway is proposed to be 65' from
observed water level. The platform is proposed to be 12 x 16 per enclosed
plan. We proposed 2 extra piles to assist in tie of the boat. This is marked

• An accurate, dated work plat (including plan view
and cross-sectional drawings) drawn to scale in black
ink on an 8 1/2" by 11" white paper. (Refer to
Coastal Resources Commission Rule 77.0203 for a
detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if an
adequate number of quality copies are provided by
applicant. (Contact the U.S. Army Corps of
Engineers regarding that agency's use of larger
drawings.) A site or location map is a part of plat
requirements and it must be sufficiently detailed to
guide agency personnel unfamiliar with the area to the

numbers, landmarks, and the like.
