Dear Ms. Zhong, Enclosed please find copies of the Pretreatment Annual Report for the City of Burlington. The contents cover both the South Burlington Wastewater Treatment Plant (NC0023876) and the East Burlington Wastewater Treatment Plant (NC0023868) for the reporting period of January 1, 2019 to December 31, 2019. Included for all significant industrial users are a brief narrative and an Industrial Data Summary Form. Required reports include the Pretreatment Performance Summary report, Significant Non -Compliance report, and a current allocation table for both wastewater treatment plants. I have personally examined and am familiar with the information submitted in these documents and attachments. Based upon my inquiry of those individuals immediately responsible for obtaining the information reported therein, I believe that the submitted information is true, accurate, and complete. Water Resources Director City of Burlington Cc: Kristy King Connecting the Triad and the Triangle 1302 Belmont Street —PO Box 1358—Burlington, NC 27216 Phone 336-222-5133-www.BurlingtonNC.gov 2019 Pretreatment Annual Report Narrative Section The City of Burlington is current with reports as follows: ➢ Allocation Tables are current as of January 3, 2020 for East Burlington WWTP and March 23, 2018 for South Burlington WWTP. ➢ Long Term Monitoring Report is current and ongoing. ➢ Headworks Analyses for East Burlington WWTP and South Burlington WWTP were approved February 2, 2016 and the next due date is April 1, 2020. ➢ The Sewer Use Ordinance was deemed adequate by the PERCS Unit of the Division of Water Quality March 1, 2013 and was adopted by the City of Burlington City Council November 19, 2013. ➢ The Enforcement Response Plan (ERP) was deemed adequate by the PERCS Unit of the Division of Water Quality February 5, 2020. ➢ Industrial Waste Surveys for East Burlington WWTP and South Burlington WWTP were approved September 19, 2016 and the next due date is July 02, 2021. The City of Burlington started the year with 16 permitted Significant Industrial Users, 2 being Categorical, and ended the year with 14 permitted Significant Industrial Users, 2 being Categorical. The following is a brief discussion of the significant industrial users permitted by the City of Burlington's pretreatment section. A discussion of permit holders is grouped by East Burlington WWTP dischargers (NPDES Permit #NC0023868) followed by South Burlington WWTP dischargers (NPDES Permit #NC0023876), with permit holders arranged from lowest to highest permit number. East Burlington WWTP NPDES # NCO023868 Carolina Dyeing and Finishing, LLC, 220 Elmira Street, Burlington (IUP #0003) • The IUP for this industry was renewed May 01, 2016. • Semi-annual monitoring by the City of Burlington and industry is completed. • Not in SNC, not on an Order, no construction activities. • NOTE: As of January 17, 2020, this industry is no longer in operation and the permit as been dropped. The current allocation table for East Burlington WWTP reflects this industry being dropped. Burlington Manufacturing Services, 1305 Graham Street, Burlington (IUP # 0004) • No longer in operation and permit dropped as of November 20, 2019. • Semi-annual monitoring by the City of Burlington and industry was completed up to the date the industry closed. ITG Burlington Industries LLC-BHF Plant, 906 Anthony Street, Burlington (IUP # 0006) • The IUP for this industry was renewed January 01, 2017. • Semi-annual monitoring by the City of Burlington and industry is completed. • Not in SNC, not on an Order, no construction activities. • Notice of Violation issued for pH on January 29, 2019 for sampling event occurring January 11, 2019. Back in compliance January 22, 2019. Shawmut Park Avenue, LLC, 1821 North Park Avenue, Glen Raven (IUP # 0008) • The IUP for this industry was renewed January 01, 2017. • Semi-annual monitoring by the City of Burlington and industry is completed. • Not in SNC, not on an Order, no construction activities. Copland Fabrics, 1714 Carolina Mill Road, Burlington (IUP # 0010) • No longer in operation and permit dropped as of February 7, 2019. • Semi-annual monitoring by the City of Burlington was completed up to the date the industry closed. Graham Dyeing and Finishing, 240 Hawkins Street, Burlington (IUP # 0015) • The IUP for this industry was renewed January 01, 2017. • Semi-annual monitoring by the City of Burlington and industry is completed. • Not SNC, not on an Order, no construction activities. Engineered Controls, 100 Rego Drive, Elon (IUP # 0019) • The IUP for this industry was renewed January 01, 2017. • Not on an Order, no construction activities. First and third quarter monitoring by the City of Burlington and second quarter monitoring by the industry is completed. Near the end of 2019, this industry underwent personnel changes. New employees were not properly trained in sampling requirements and procedures. The industry performed their self -monitoring requirement at the end of the fourth quarter. The industry missed sampling for temperature, and BOD was tested out of holding time. Copper, Lead, and Zinc levels were elevated. Since sampling was conducted at the end of the 2nd 6-month period, the industry did not have time to sample their way out of SNC. Resampling by the industry and the investigation for the elevated parameters are ongoing. o NOV for BOD issued 1/21/2020 for running sample out of holding time. o NOV for temperature issued 1/21/2020 for not sampling twice for temperature. o NOV for Copper issued 1/21/2020 for sampling events on 12/26/2020 and 12/27/2020. o NOV for Lead issued 1/21/2020 for sampling event on 12/26/2020. o NOV for Zinc issued 1/21/2020 for sampling events on 12/26/2020 and 12/27/2020. o This industry is in SNC for Copper and Zinc. o $245 penalty issued 1/21/2020. o A Public Notice was posted in the largest local newspaper, The Times - News, on February 7, 2020. Indulor America, LP, 932 East Elm Street, Graham (IUP # 0089) • The IUP for this industry was renewed January 01, 2017. • Semi-annual monitoring by the City of Burlington and industry is completed. • Due to an elevated level of non -target organic compounds present in the samples, the lab was unable to achieve lower detection limits for semi -volatile organic analysis for sampling events occurring on 1/24/19, 6/6/19, 7/25/2019, and 11/12/2019. A letter from the analyzing lab is included for each date. Not in SNC, not on an Order, no construction activities. Water Resources Director Subject: Progress of the Fats, Oil & Grease Program: ➢ The City of Burlington's Fats, Oils and Grease Program was implemented as a two-phase program December 15, 2000. Phase I consisted of a cooperative effort relying on the participation of the food establishments. ➢ Beginning January 01, 2001 all food establishments that have grease traps or interceptors are required to maintain pumping records on site. ➢ Identified food establishments must maintain an annual pumping schedule, and are required to keep records that identify who performed the pumping or clean out, when it was done and where the waste was disposed. ➢ Inspections for O&G interceptors (grease traps, pits or under counter units) will begin within the areas of historically high incidence of sewer overflows and then expand inspections to include the remaining food establishments. ➢ The main efforts for the year 2019 were education and inspections. Past workshop materials have been delivered to all establishments that were inspected and The City of Burlington Fats, Oils and Grease Policy and Sewer Use Ordinance were discussed. ➢ The City of Burlington City Council approved a fee schedule that includes a $30.00 fee for Fats, Oils and Grease inspections. ➢ Inspections have been made at 35 full service restaurants January 1, 2019 to December 31, 2019. These inspections have addressed employee education in regards to grease disposal techniques, record keeping, and location of grease traps or interceptors if existing. ➢ A program for the Alamance-Burlington school system consisting of 17 school cafeterias is being implemented. ➢ The City of Burlington's efforts to reduce residential Fats, Oils, and Grease into its sewer system consist of educational information inserts added to customer's water bills and information being published in the City's quarterly publication "City Works". Ms. Kristy King was present for the inspection. The purpose of this inspection was to determine the effectiveness of the Town's pretreatment program, which includes reviewing the files, including industrial monitoring data, POTW plant performance, industry monitoring data, and adherence to the enforcement response plan (ERP). Background The City has fifteen (15) Significant Industrial Users (SIUs), two (2) of which are categorical. Both treatment plants are permitted for 12 MGD. One (1) SIU (Copland Industries) closed in January 2019. POTW Interview There are no plant problems related to pretreatment. Pretreatment Program Elements Review The Headworks Analysis (HWA) renewal was submitted on November 16, 2015. The HWA was approved on February 2, 2016. The next HWA is due on April 1, 2020. The last Industrial Waste Survey (IWS) was submitted on August 2, 2016. The IWS was approved on September 19, 2016. The next IWS is due on July 2, 2021. The Sewer Use Ordinance (SUO) was approved on March 1, 2013. The Enforcement Response Plan (ERP) was approved on October 3, 2008.
