NARRATIVE SUMMARY
GENERAL INFORMATION:
GENERAL PROGRAM INFORMATION:
During this reporting period, the Town of Ramseur did not modify any of the
Pretreatment Program Elements. The Program Element dates listed on the
Division's Database Program Information sheet are correct. A copy of the
"Pretreatment Program Info Database" is attached.
GENERAL PERMIT INFORMATION:
The Town of Ramseur did not modify the Industrial User permit issued to Matlab.
SIU INFORMATION:
1. Matlab, IUP#0003
SIGNIFICANT NONCOMPLIANCE (SNC) INFORMATION.-
Matlab was in significant noncompliant for zinc violation during the first
compliance period. Matlab incorporates an oil water separator as part of
their pretreatment. Matlab committed to having the oil water separator
pumped out on a quarterly basis to ensure compliance with the Permit.
Follow-up sampling indicated the discharge had returned to compliance. A
Notice of Violation and penalty assess was completed as required by the
Enforcement Response Plan. Also, a public notice was placed in the local
newspaper.
OTHER INFORMATION:
The POTW completed all the required permit monitoring and inspections.

The Town of Ramseur in accordance with Federal and State Regulations is hereby
Affidavit of Publication giving public notice. Listed below are significant industrial users that were in
significant non compliance with national pretreatment regulations (40 CFR Part
403), state pretreatment regulations (15 NCAC 2H .0900), and local pretreatment
State of North Carolina, regulations during the period of January 2019 through June 2019.

Matlab was in a status of significant noncompliance for exceeding the Industrial
User Permit limitation for Zinc.
