Box 351 Dobson, NC 27017 NORTH CAROLINA Environmental Quality February 13, 2020 Subject: Compliance Evaluation Inspection Town of Dobson WWTP NPDES Permit No. NCO021326 Surry County Dear Ms. Neely: A Compliance Evaluation Inspection was performed by North Carolina Division of Water Resources (DWR) staff person, Justin Henderson on February 12, 2020. Mr. Michael Frazier, Public Works Director & ORC was present during this inspection. This type of inspection consists of two basic parts: an in -office review of the facility files and self -monitoring data and an on -site inspection of the facility. While this inspection mostly reflects compliance with the subject permit, the following items of concern warrant your attention and action: 1) Collection of composite sampling for required influent parameters is currently being obtained via a constant time/constant volume method. Per Permit Condition Part II. Section A. Composite Sampling (4), use of this method requires prior Approval by the Director and may only be used in situations where effluent flow rates vary less than 15 percent. The following restrictions also apply: influent and effluent grab samples shall be of equal size and no less than 100 milliliters; influent samples shall not be collected more than once per hour. Future composite sample collection for required monitoring shall comply with collection methods (1), (2), or (3) described herein. 2) Permit Condition Part II. Section D. (6) and 40 CFR 503 require that records related to the Permittee's sewage sludge use and disposal activities be retained for a period of a least five years. While, Mr. Frazier indicated that documentation for the subject facility's disposal events did exist that it is not currently being maintained in an easily reviewable format. 3) Thermometers located in both the effluent and influent composite samplers indicated that temperatures in each were above six degrees Celsius at the time of this inspection. Please ensure that the facility's automated composite samplers can comply with this regulation when sample collection is occurring. 4) The subject permit contains a facility description that includes back-up chlorine disinfection. While, this equipment may have been present at the time of permit issuance, it has since been removed and is no longer available as part of "back-up" operations. As such, the permitted facility description needs to be updated to accurately reflect the facility's treatment equipment available for operations.
