Rob and Chad,
We are aware of the activity taking place on Ronnie Norris's property north of Hanover Lakes on Castle Hayne Road.
He is claiming a forestry exemption!! So I cannot do anything but wait for an activity that does not appear to be forestry
to take place. Before I can require him to get a land disturbing permit or install erosion control measures.
Melissa was onsite several weeks ago and I believe spoke to him or his son about when a land disturbing permit was
required.
Linda Painter from zoning, has also been there about the trees being removed. I believe he has given her a forestry
management plan. So she can't do anything about the trees now either. Unless something changes.
If the activity does change. She may be able to not allow any other activity or construction onsite for a period of 3 years.
In the meantime, I have been receiving complaints about it and forwarded the last on to Rachael because it appeared to
involved wetlands impacts. A copy is in the first attachment above.
Please keep me in the loop if you hear anything about this one.
AND I need to know what's happening with the 6900 Wild Magnolia Road, Patricia Hollifield wetland driveway
encroachment project too.
I received a letter (second attachment above) from Tyler Crumbley (and Rachae)I and I believe Robb did too. It's about
the Hollifield's not completing an after the fact permit or restoration plan since the initial contact in December 2018.
Please forward all email to me, not Melissa. She no longer works with us.

Hey Melissa,
I hope you are having a nice holiday season. Our office received a complaint on a property located at 2127 Castle Hayne
Road on land clearing of well over 1 acre, which includes ditching. The property is just north of Hanover Lakes
Sub. They are concerned that the owner has not installed any erosion and sediment control measures. Has your office
issued any permits to the owner of the property?

Road.
As I mentioned Ronnie Norris has a verified forest management plan that prevents us from regulating tree protection
and the requirements of a land disturbing permit. Until such time that it becomes evident he is not doing forestry.
Both my office and zoning are watching this property for any indication the work in not being done for forestry le:
building permits, subdivision plan submittal, utility permits, signs indicating property sales, etc.
If he is working in the wetlands or a stream you should contact Rachel Capito with the Corps. Her number is 910 251-
4487 and I have attached her to this email.

Dear Ms. and Mr. Hollifield:
This letter serves as a follow up to our December 18 2018; our February 2, 2019
teleconference with -your agent, Mr. David Syster of SEGi; and several subsequent
exchanges with Mr. Syster, regarding the unauthorized discharge and excavation
activity in wetlands subject to Department of the Army permitting authority on your
property located in Greenview Ranches Subdivision, Wilmington, New Hanover County,
North Carolina. Please also reference our January 8, 2018 letter regarding this work.
As outlined in the December 18, 2018 letter, our office requested that you submit a
complete restoration plan or apply for an After -the -Fact Standard Permit for all impacts
related to road construction. Although several communications have occurred with Mr.
Syster, our office has yet to receive an adequate formal response requested in the
letter. Our office is concerned with the amount of time that has elapsed since our initial
contact with you in 2017 concerning the unauthorized work and in the amount of time
elapsing from our most recent request for information. Please provide a response to the
December 2018 correspondence, along with addressing our concerns and issues our
office has subsequently expressed to Mr. Syster.
Please be aware that our office is currently evaluating your unauthorized work for a
referral to the U.S. Environmental Protection Agency and/or the U.S. Attorney for
consideration of an administrative penalty. Given that your violation has been ongoing
for over two years, the probable result of any further delay will be weighed in a referral
of the matter to the U.S. EPA and/or U.S. Attorney.
