Tunstall Pretreatment Compliance Technician CITY OF LINCOLNTON WWTP NPDES PERMIT # NCO025496 2019 PAR NARRATIVE The following is a narrative of the City of Lincolmon Pretreatment Program for 2019. This narrative outlines general information about the City of Lincolnton Pretreatment Program. This narrative also outlines the performance of the City of Lincolnton permitted Significant Industrial Users and Categorical Industrial Users for 2019 and actions, if any, taken against them. General Information: General Program Information: • AT, HWA, LTMP, SUO and ERP are up to date.. • Dates on the Division's Database Program Information Sheet are correct. General Permit Information: G&W Laboratories and McMurray Fabrics renewed their permits in 2019. Kaco USA discharged all of its 433 wastewater through an evaporation system. No 433 water was discharged to the City; therefore no sample collection was applicable for 2019. Kaco does have occasional water discharge from their metal molding area which is in a separate area in the building. VT LeeBoy changed their name from VT LeeBoy to ST Engineering LeeBoy, Inc. dba LeeBoy on August 26, 2019. QMOM i(7�7"i3tli' City of Lincolnon W WTP SIU and CIU Program Information IUP # 0021 Cataler North America This SIU was not in SNC in 2019. This SIU did not have any violations for the reporting period of January 1, 2019, to June 30, 2019. This SRJ did not have any violations for the reporting period of July 1, 2019, to December 31, 2019. IUP # 0028 Celadon Recvclin2 Solutions This SIU was in SNC in 2019 This SIU did receive violations for the reporting period of January 1, 2019, to June 30, 2019. This SIU received 2 Notice of Violations, SNC and a $1500.00 fine for the discharge of sudsy wastewater into the City's sewer system. The water passed through our entire plant affecting the water quality of our Effluent. The NOV and fine were sent to this SIU on June 14, 2019, but the SNC was sent on January 31, 2020, after noting that the public notice requirement is for a facility to be in SNC. This SNC should have been sent with the NOV and fine letters. This SIU was notified that their facility would be published in the Lincoln Times for their pass -through violation. This SIU did have violations for the reporting period of July 1, 2019, to December 31, 2019 This SIU received NOVs for being over the limit for both pH and TSS. A written response to the NOVs and fine was received and the fine was paid. ]UP # 0027 FMS Enterprises USA Inc. This SIU was not in SNC in 2019. This SIU did not have any violations for the reporting period of January 1, 2019, to June 30, 2019. This SIU did not have any violations for the reporting period of July 1, 2019, to December 31, 2019. 2 Narrative — PAR 2019 City of Lincohrton W WTP IUP # 0012 G&W Laboratories (40 CFR 439) This CIU was not in SNC for 2019. This CIU did not have any violations for the reporting period of January 1, 2019, to June 30, 2019. This CIU did not have any violations for the reporting period of July 1, 2019, to December 31, 2019. IUP # 0022 KACO USA (40 CFR 433) This CIU was not in SNC in 2019. This CIU did not have any violations for the reporting period of January 1, 2019, to June 30, 2019. This CIU did not have any violations for the reporting period of July 1, 2019, to December 31, 2019. IUP # 0013 McMurray Fabrics (40 CFR 410) This SIU was not in SNC in 2019. This SIU did have a BOD limit violation for the reporting period of January 1, 2019, to June 30, 2019. This SIU did have a BOD limit violation for the reporting period of July 1, 2019, to December 31, 2019. The City received written responses and corrective actions were taken to prevent further BOD violations. IUP # 0020 ST Eneineerina LeeBov (40 CFR 433 This CIU was not in SNC in 2019, This CIO did not have any violations for the reporting period of January 1, 2019, to June 30, 2019 This CIU did have violations for the reporting period of July 1, 2019, to December 31, 2019. This CIU did have two back to back limit violations for Zinc. One NOV was sent with both limit violations. Written responses were received for the NOVs and corrective actions were taken to prevent farther limit violations. Narrative — PAR 2019 City of Lincolnton W WTP Waste Reduction Activities The City of Lincolnton continues participating in curbside recycling for plastics, glass, aluminum and metal cans, and newspaper. The City also held a Mercury education and collection day on April 13, 2019, to promote the importance of proper Mercury disposal. In addition to the City's recycling efforts, the industries participate in several waste reduction activities. Cataler North America participates in the following waste reduction activities: W13, W14, W19, W21, W22, W24, W25, W31, W32, W33, W34, W36, W39, W55, W61, W62, W68, W74, and W99. Celadon Recycling Solutions participates in the following waste reduction activities: None listed FMS Enterprises USA Inc. participates in the following waste reduction activities: W13, W33, W51, W52, W66, W67, and W68. G&W Laboratories participates in the following waste reduction activities: W13, W21, W24, W31, W32, W33, W34, W36, W51, and W55. Kaco USA participates in the following waste reduction activities: W21, W22, W33, W36, W51, W61, and W62. Kaco is currently discharging through an evaporation system and will apply to drop their permit. McMurray Fabrics participates in the following waste reduction activities: W13, W14, and W33.
