DWQ ID: 001035 Biologists with the North Carolina Wildlife Resources Commission have reviewed the subject pre-construction notification. Our comments are provided in accordance with provisions of the Clean Water Act of 1977 (as amended), the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661-667d), and North Carolina General Statutes (G.S. 113-131 et seq.). Applicant proposes to stabilize an unnamed tributary to House Creek by constructing a concrete sill and transition area along the stream bottom to help support the flared end section and gradually transition back to the normal streambed height. Additionally, filter fabric and riprap would be installed along the sides of the pipe/flared end and continued for 65 linear feet. Plans are to excavate the side slopes and the channel bottom prior to placing riprap along the stream sides and bottom and to remove a fcw leaning trees. We are not opposed to the project; however, we recommend that the applicant avoid the placing of riprap on the streambed and instead limit rip rap placement to the toe of the slope, and to use rock veins to turn energy flow off of the bank. For rock veins, proper placement of rocks and appropriate rock size is essential. Additionally, we suggest the use of appropriate native vegetation, in conjunction with fiber matting if needed, to help stabilize the stream bank. These repair and restoration techniques will provide both stream stabilization and habitat enhancement, and be more beneficial to fish and wildlife. This approval is valid for the Neuse River Buffer Rules (15A NCAC 2B .0233). In addition, you should get any other federal, state or local permits before you go ahead with your project including (but not limited to) Sediment and Erosion Control, Non-Discharge and Water Supply Watershed regulations. Also this approval will expire when the accompanying Section 10 permit expires. This approval is only valid for the purpose and design that you described in your application. If you change your project, you must notify us and you may be required to send us a new application for a new certification. If the property is sold, the new owner must be given a copy of the Certification and approval letter and is thereby responsible for complying with all conditions. If total wetland fills for this project (now or in the future) exceed one acre, compensatory mitigation may be required as described in 15A NCAC 2H .0506 (h). For this approval to be valid, you must follow the conditions listed below: 1. Placement of rip-rap shall be limited to the toe of slope, with rock veins incorporated to turn energy flow off of the bank. 2. Bank stabilization shall be achieved by using native woody vegetation in conjunction with fiber matting in addition to the rip-rap placement proposed. 3. Side slopes shall be no steeper than 2:1 upon completion of this work. If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing. You must act within 60 days of the date that you receive this letter. To ask for a hearing, send a written petition conforming to Chapter 150B of the North Carolina General Statutes to the Office of Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611-7447. This certification and its conditions are final and binding unless you ask for a hearing. This letter completes the review of the Division of Water Quality under the Neuse Buffer Rules. Stream Bank Repair Summary 2812 Old Orchard Road INTRODUCTION This narrative should supplement the Pre-Construction Application dated July 2000. The City of Raleigh is submitting this stream bank repair request on behalf of Mr. & Mrs. Paul Hudson, residents at 2812 Old Orchard Road. The City of Raleigh Stormwater Drainage Policy Resolution (1998)-833 is a cost-share program that provides financial and technical assistance in alleviating severe erosion, structural flooding and/or public nuisances on fully-developed private property. This policy is available to Citizens within Raleigh's corporate limits. PROJECT SCOPE An unnamed tributary running through this location experiences severe erosion and sedimentation. A field visit conducted by our staff was made to verify the severity of the erosion and sedimentation. The results of our findings are shown in Figures 1 and 2. Two areas were selected to stabilized stream bank erosion and sedimentation. The areas are: AREA DESCRIPTION End of 36" flared end section (FES) PROBLEM Area surrounding the FES has scoured and shows signs of erosion. 2 Just downstream of FES PROPOSED IMPROVEMENTS Area 1 Creek bank has become unstable and sedi- ment has been deposited into creek. The City of Raleigh proposes to stabilize the FES. The FES will most likely fail and collapse with continued undermining of the structure. A concrete sill and transition area along the stream bottom would be constructed to help support the FES and gradually transition back to the normal streambed height. Filter fabric and rip rap would be installed along the sides of the pipe/flared end help slow erosion due to overland sheet flow to the creek. City of Raleigh 2812 Old Orchard Road Page 1 Area 2 The City of Raleigh proposes to continue the same rip rap treatment approximately 65 feet. Excavation of the side slopes (to at least 1.5:1) and channel bottom (2 to 3 feet wide) would be required in order to place the rip rap along the stream sides and bottom. This alternative is proposed so that flow out of the FES could be slowed. The highly erosive nature of the stream just downstream of the FES has produced side slope that are nearly 1:1, heavy sediment deposits, and tree leaning in some areas along the stream. The City of Raleigh proposes to keep existing meanders whenever possible and slow flow down just immediately downstream of the FES through the use of rip rap to minimize erosion and remove a few leaning trees. Applicant proposes to stabilize an unnamed tributary t House Creek by constructing a concrete sill and transition area along the stream bottom to help support the flared end section and gradually transition back to the normal streambed height. Additionallyy, Iter fabric and riprap would be installed along the sides of the pipe/flared end and continued for 65 lin feet. Plans are to excavate the side slopes and the channel bottom prior to placing riprap along th stream sides and bottom and to remove a few leaning trees. We are not opposed to the project; however, we recommend that the applicant avoid the placing of riprap on the streambed and instead limit rip rap placement the toe of the slope, and to use rock veins to turn energy flow off of the bank. For rook veins, proper pl ment of rocks and appropriate rock size is essential. Additionally, we suggest the use of a propriate n ive vegetation, in conjunction with fiber matting if needed, to help stabilize the stream bank. These re it and restoration techniques will provide both stream stabilization and habitat enhancement, and be mo beneficial to fish and wildlife.
