SUBJECT: Pre-construction Notification Application for Mr. & Mrs. Sanjay Bhatia and the
City of Raleigh, Wake County, North Carolina. DWQ ID: 001033
Biologists with the North Carolina Wildlife Resources Commission have reviewed the
subject pre-construction notification. Our comments are provided in accordance with provisions
of the Clean Water Act of 1977 (as amended), the Fish and Wildlife Coordination Act (48 Stat.
401, as amended; 16 U.S.C. 661-667d), and North Carolina General Statutes (G.S. 113-131 et
seq.).
Applicant proposes to stabilize 35 linear feet of an unnamed tributary to Mine Creek by
reinforcing the side slopes and channel bottom with filter fabric and riprap. Plans are to excavate
the side slopes and remove sediment in the channel bottom prior to placing riprap along the
stream sides and bottom.
We are not opposed to the project; however, we recommend that the applicant avoid the
placing of riprap on the streambed and instead limit rip rap placement to the toe of the slope, and
to use rock veins to turn energy flow off of the bank. For rock veins, proper placement of rocks
and appropriate rock size is essential. Additionally, we suggest the use of appropriate native
vegetation, in conjunction with fiber matting if needed, to help stabilize the stream bank. These
repair and restoration techniques will provide both stream stabilization and habitat enhancement,
and be more beneficial to fish and wildlife. For more information on innovative stream
restoration techniques, we encourage the applicant to contact the Stream Restoration Institute, a
division of the North Carolina State University Water Quality Group, at (919) 515-3723. Stream
restoration specialists are available to provide advice and site visits.

APPROVAL of Neuse River Buffer Rules
Dear Mr. and Mrs. Bhatia:
You have our approval to stabilize 35 linear feet of an unnamed tributary to Mine Creek on your property in Wake County,
in accordance with your application received by the Division of Water Quality on August 7, 2000. This approval is valid for the
Neuse River Buffer Rules (15A NCAC 2B .0233). In addition, you should get any other federal, state or local permits before
you go ahead with your project including (but not limited to) Sediment and Erosion Control, Non-Discharge and Water Supply
Watershed regulations. Also this approval will expire when the accompanying Section 10 permit expires.
This approval is only valid for the purpose and design that you described in your application. If you change your project,
you must notify us and you may be required to send us a new application for a new certification. If the property is sold, the new
owner must be given a copy of the Certification and approval letter and is thereby responsible for complying with all conditions.
If total wetland fills for this project (now or in the future) exceed one acre, compensatory mitigation may be required as
described in 15A NCAC 2H .0506 (h). For this approval to be valid, you must follow the conditions listed below:
1. Placement of rip-rap shall be limited to the toe of slope, with rock veins incorporated to turn energy flow off of the
bank.
Bank stabilization shall be achieved by using native woody vegetation in conjunction with fiber matting in addition to
the rip-rap placement proposed.
3. Side slopes shall be no steeper than 2:1 upon completion of this work.
If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing. You must act
within 60 days of the date that you receive this letter. To ask for a hearing, send a written petition conforming to Chapter 150B
of the North Carolina General Statutes to the Office of Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611-7447.
This certification and its conditions are final and binding unless you ask for a hearing.
This letter completes the review of the Division of Water Quality under the Neuse Buffer Rules. If you have any

Stream Bank Repair Summary
1917 Bridgeport Drive
INTRODUCTION
This narrative should supplement the Pre-Construction Application dated July 2000. The City of
Raleigh is submitting this stream bank repair request on behalf of Mr. & Mrs. Sanjay Bhatia, residents
at 1917 Bridgeport Drive. The City of Raleigh Stormwater Drainage Policy Resolution (1998)-833 is a
cost-share program that provides financial and technical assistance in alleviating severe erosion,
structural flooding and/or public nuisances on fully-developed private property. This policy is
available to Citizens within Raleigh's corporate limits.
PROJECT SCOPE
An unnamed tributary, that is a part of the Mine Creek watershed, running through this location
experiences severe erosion and sedimentation. A field visit conducted by our staff was made to verify
the severity of the erosion and sedimentation. The results of our findings are shown in Figures 1 and
2.
This area was selected as the primary focus of our proposed stream bank stabilization:
DESCRIPTION PROBLEM

PROPOSED IMPROVEMENTS
The City of Raleigh proposes to stabilize the channel by reinforcing the sides slopes and channel
bottom with filter fabric and rip rap. The City of Raleigh proposes to continue this treatment
approximately 35 feet. Excavation of the side slopes (to a maximum of 1.5:1) and sediment removal
in the channel bottom would be required before placing the rip rap along the stream sides and bottom.
This alternative is proposed so that further erosion could slowed. The highly erosive nature of the
stream just downstream of two 36" RCP pipes under Bridgeport Drive has produced side slope that are
nearly 1:1, and heavy sediment deposits along the stream. The City of Raleigh proposes to keep
existing meanders whenever possible and slow stormwater flows down just downstream of the RCPs
under Bridgeport Drive.
The proposed project will help stabilize the proposed are and prevent it from further meandering. A
vicinity map and more detailed site map are attached.

SUBJECT: Pre-construction Notification Application or Mr. & Mrs. Sanjay Bhatia and the
City of Raleigh, Wake County, North Car line. DWQ iD: 001033
Biologists with the North Carolina Wildlife !Nvov u .... Commission have reviewed the
subject pre-construction notification. Our comments arc rovided in accordance witli provisions
of the Clean Water Act of 1977 (as amended), the Fish Wildlife Coordination Act (48 Stat.
401, as amended; 16 U.S.C. 661-6674), and North Caroli General Statutes (G.S. 113-131 et
seq.).
Applicant proposes to stabilize 35 linear feet of untamed tributary to Mine Creek by
reinforcing; the side slopes and channel bottom with filter fabric and riprap. Plans are to excavate
the side slopes and remove sediment in the channel botto prior to placing riprap along; the
stream sides and bottom.
We arc not opposed to the project; however, we relcommend that the applicant avoid the
placing of riprap on the streambed and instead limit ri placement to the toe of the slope, and
to use rock veins to turn energy flow off of the bank. Fo rock veins, proper placement of rocks
and appropriate rock size is essential. Additionally, we dreelps' the use of appropriate native
vegetation, in conjunction with fiber mattin if needed, stabilize the stream bank. These
repair and restoration techniques will provide both wear, stabilization and habitat enhancement,
and be more beneficial to fish and wildlife. For more inf imation on innovative stream
restoration techniques, we encourage the applicant to con act the Stream Restoration Institute, a
division of the North Carolina State University Water Q ity Group, at (919) 515-3723. Stream
restoration specialists are available to provide advice and site visits.

Please find enclosed seven (7) copies of the Pre-Construction Notification application for
three streambank stabilization projects for your review. It is my understanding from a
telephone conversation with Mr. Bob Zarzecki with your office, a review fee is not
required for compliance with the Neuse Buffer Rules. Should this be incorrect, please
notify me and a check will be forwarded promptly.
These are relatively small streambank stabilization projects located on private property
