The facility treats a combination of domestic and commercial wastewaters. The unit processes in the liquid train. include preliminary treatment, oxidation ditches, secondary clarification, chlorination, and dechlorination. Sludge stabilization is accomplished by an aerobic digester and sludge thickening/holding tank. Liquid stabilized sludge may be land applied in liquid form to permitted sites, and/or dewatered on sand drying beds and land applied. II. Compliance Performance The North Carolina Department of Environment and Natural Resources (NCDENR) regulates the Authority's effluent discharge under the National Pollutant Discharge Elimination System (NPDES). The NCDENR issued to the Authority a NPDES Permit that includes water quality limits and sampling and monitoring requirements. The NPDES Permit requires the Authority to test more than 11 different constituents in the treated water. The monitoring frequency for these constituents are set at various intervals such as continuous, daily, weekly, three times per week, and quarterly. During the reporting period, the Authority conducted 3,396 tests of the treated water before it was discharged to the creek. The WWTP achieved a Compliance Level of 100% with its NPDES Permit requirements. Following is a summary of the testing for the parameters that are assigned Water Quality Standards by the NPDES Permit. Please note the summary does not include parameters that only incorporate a monitoring requirement, nor does it include daily process control testing. VICE-CHAIRMAN Woody Faulk BOARD OF DIRECTORS Anita Darnell Victor Varela Tommy Wheeler THE YADKIN VALLEY SEWER AUTHORITY ANNUAL PERFORMANCE REPORT The Yadkin Valley Sewer Authority experienced seven (7) reportable SSOs and four (4) non - reportable SSOs in the calendar year of 2019. The spills are attached for review as Exhibit A. YVSA COLLECTION SYSTEM SUMMARIZATION The YADKIN VALLEY SEWER AUTHORITY (YVSA) oversees approximately eight -five (85) miles of sewer lines. There are approximately fifty (50) miles of sewer in Elkin (inside Surry County), twenty-five (25) miles in Jonesville (inside Yadkin County), and a five (5) mile force main to Ronda (inside Wilkes County) along with five (5) miles of sewer within the town limits. During the 2019 year there were several changes that occurred to the Collections System and the Wastewater Treatment Plant with the start of two (2) construction projects. The two (2) projects are projects #1 and #2 as listed below. Additionally, the design for two (2) funded projects were completed, which are expected to go out for bid in 2020, and funding was approved for a project to eliminate a pump station. The Asset Inventory and Assessment (AIA) grant project continued through 2019 with the completion of inspections and the review of all collected field data and videos. Proiect #1: 2017 Collection System Rehabilitation — Started on July 1, 2019 and continued through December 2019. The project is expected to be completed by June 25, 2020. This project addresses the Jonesville portion of the YVSA collection system in order to reduce I/1 (inflow & infiltration) and eliminate the SSOs and subsequent NOV's. The following work is being completed: 1. Repair or rehabilitation of 49 smoke test defect sources (defective cleanouts, plug abandoned service lines, repair defective service lines, and eliminate storm to sewer connections). 2. Repair or rehabilitation of 122 manholes (including cementitious lining of 59 brick manholes (approx. 361 vertical feet), various manhole repairs (including 21-f acne reseal to riser or cone, 8-frame/cover replacements, 12-raise frame/cover), and installation of 86 manhole inserts/bowls). 3. Repair, replacement, and rehabilitation of gravity main defects or deteriorated orangeburg or clay pipe lines. The work includes the installation of approximately 2,831 LF of 8" gravity sewer lines, 12 spot repairs, 4,563 LF of 8" cured -in -place pipe (CIPP) and 6,454 LF of 12" CIPP. 4. Replace 4,736 LF of 12" VCP with 12" PVC and 11 manholes (Jonesville Yadkin River Outfall). 5. Improve the Elkin Yadkin River 21" Outfall by raising the rims of 7 manholes and replacing the aerial segment (approximately 50 feet of concrete pipe). The project is expected to be completed by April 26, 2020. The project includes the following; 1. Rehabilitate concrete structures & improve access to the digester mixers. 2. Rehabilitate the sludge drying beds. 3. Repair of approximately 100 feet of eroded embankment at the effluent line. 4. Replace the WAS pumps. PROJECT CWSRF- GRANT WWSR- LOAN Local Match Total Cost 2017 Wastewater Treatment Plant Improvements $483,000 $812,414 $25,908 $1,321,322 Proiect #3: 2018 Collection System Rehabilitation Project — The design has been completed and approved. The project is expected to go out to bid in March 2020. Collection system improvements will be completed in the areas of Elkin and Jonesville that have identified problems and are tributary to the Regional PS. The project consists of the rehabilitation of 15,840 LF of 8-inch gravity sewer, replacement of 765 LF of 8-inch gravity sewer, and replacement of 2,050 LF of 4-inch with 8-inch gravity sewer. Also included in this project is the repair of the Forest Hill PS wet well leak and incoming pipe replacement. The project is expected to go out to bid in April 2020. This project includes the following pump station improvements: • Rehabilitation of Fox Hall PS that includes replacement of pumps, rails, piping, valves, and adding a valve vault. • Convert the PVH and Hampton Inn suction lift stations to submersible pump stations. • Elimination of the Shore Street PS with 1,670 LF of 8-inch gravity sewer. • Replace 100 LF of the Osborne Street PS 3- inch force main. • Repairs of equipment at the Regional PS due to settling. PROJECT CWSRF-PF CWSRF - LOAN Local Match Total Cost 2018 Collection System Rehabilitation $500,000 $531,000 $20,620 $1,051,620 Project #5: High Priority Areas Collection System Assessment — This AIA grant project began in August 2018 and continued through 2019. The primary purpose of this project is to identify defects in the collection system that contribute extraneous water directly or indirectly to the Regional PS. The goal of the assessment will be to plan for defect repairs or rehabilitation to reduce as much inflow/infiltration (I/I) as possible to the Regional PS. Field investigations consist of smoke test, manhole, and CCTV inspections. PROJECT AIA Grant Local Match Total Cost High Priority Areas Collection System Assessment $150,000 $2,250 $152,250 Project #6: Dutchman Creek Pump Station Elimination Project — This project addresses the deficiencies of the Dutchman Creek PS which was constructed pre-1968. The pumps have failed several times recently and the 3" force main (FM)discharges into the 18" Regional PS FM. Consequently the 3" FM is greatly affected by pressure fluctuations due to the much larger Regional PS pumps. The proposed work consists of eliminating this station by constructing approximately 2,125 LF of 12" gravity sewer and 10 manholes from the Dutchman Creek PS to the Regional PS. This project will reduce energy consumption by at least 20%.
