and a 15-foot wide by 60-foot long area would be needed to replace the PVC
pipe with ductile iron, remove the existing manhole, and stabilize the bank. No stream crossing will be

Raleigh Water Sewer Maintenance staff discovered an exposed sewer pipe along the eroded bank of an
unnamed tributary of the Neuse River behind 2228 Effingham Circle (Lat. 35.8943, Long.-78.6004). The
sewer maintenance staff plan to stabilize 35 linear feet of stream bank to further protect the sewer
infrastructure. The repair site is in a maintained 30-foot wide sanitary sewer easement; however,
maintenance staff will access the site in the right-of-way of Litchford Road.
The following activities are proposed at this location:
• Erosion control measures and a dry work area will be established prior to work beginning.
• One manhole (SMH123806) will be removed and approximately 35 linear feet of existing 8" pipe
will be replaced with ductile iron pipe.
• The eroded area around the pipe will be filled with appropriate backfill material.
• The stream bank will be stabilized with rock/geotextile.
• All disturbed areas will be seeded and mulched upon completion of work.
Approximately 1,425 square feet of riparian buffer will be disturbed to access the site outside the
existing sewer easement. To determine if any endangered or threatened species were near the project
site, the NC Natural Heritage Program element occurrences data was analyzed. There are no element
occurrences within a one -mile radius of the project area. Approximately 4 river miles downstream of the
repair site, Perry Creek discharges to the Neuse River. In that area the following species element
occurrences are found, dated January 2020:
Triangle floater, Threatened (EO ID 29256)
Eastern Lampmussel, Threatened (EO ID 33429)
• Neuse River Waterdog, Potentially Threatened/Special Concern (EO ID 446)
Based on the distance from the known historic population of these species, a preliminary determination
concludes that this project "May Affect, Not Likely to Adversely Affect" these species.
