Hi Brad,
The DCM has reviewed your request for relief from the in-water work moratorium to allow demolition work to continue
until March 31, 2020 at the NCDOT’s project to replace Bridge No. 33 over the North River in Carteret County (B-
4722B). In accordance with Condition 2 of the CAMA Major Permit issued for this project (Permit No. 95-14), and after
consideration of your request and in consultation with the appropriate fisheries resource agencies, DCM has determined
that a one-time relaxation of the in-water work moratorium is appropriate at this time. This email shall serve as official
notification that the demolition work to remove the old bridge and causeway as proposed in the attached email thread,
may continue until March 31, 2020. Please note that the USACE and NCDWR also have moratorium conditions in their
permits and NCDOT will need to obtain authorizations from them for relief from the moratorium. Please let us know If
we may be of any further assistance with this project.

Subject: B-4722B - Moratorium Extension
All,
The NCDOT would like to request an extension to the moratorium for B-4722B North River. Currently the moratorium
as listed in the permits doesn’t allow in water work between Feb. 15 and September 30. We are requesting an
allowance to March 31 to perform and complete in water work of removal of all existing bridge structure and existing
causeway as shown in the contract/permit drawings.
The contractor has had a few set backs at no fault of their own. The utility company Conterra (Broadplex) did not
complete the switch over to their new fiber line until 90 days after traffic was placed on the new structure, thus delaying
the date Carolina Bridge could begin demo. The location of the North River bridge is prone to strong winds and rough
water, slowing the demo for safety of the workers. In addition, new piles not shown in the contract plans have been
found under the existing causeway that will have to be removed increasing the amount of work.
