Gobble 110 West Nash Street Louisburg, NC 27549-2526 Dear Sirs: You have our approval, in accordance with the attached conditions and those listed below, to impact 0.97 acres of wetlands in Franklin County for the purpose of sewer main construction as you described in your application received by the Division of Water Quality on May 25, 2000. After reviewing your application, we have decided that this action is covered by General Water Quality Certification Numbers 3103 and 3127. This certification allows you to use Nationwide Permit Numbers 14 and 25 when the Corps of Engineers issues them. This approval is also valid for the Tar- Pamlico Buffer Rules (15A NCAC 2B .0259). In addition, you should get any other federal, state or local permits before you go ahead with your project including (but not limited to) Sediment and Erosion Control, Coastal Stormwater, Non- Discharge and Water Supply Water shed regulations. This approval will expire when the accompanying 404 or CAMA permit expires unless otherwise specified in the General Certification. This approval is only valid for the purpose and design that you described in your application. If you change your project, you must notify us and you may be required to send us a new application. If the property is sold, the new owner must be given a copy of this Certification and approval letter and is thereby responsible for complying with all conditions. If total wetland fills for this project (now or in the future) exceed one acre, compensatory mitigation may be required as described in 15A NCAC 2H .0506 (h) (6) and (7). For this approval to be valid, you must follow the conditions listed below and in the attached certification. 1. With the exception of perpendicular stream crossings, all impacts must be constructed a minimum of 50 feet from the stream channel. If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing. You must act within 60 days of the date that you receive this letter. To ask for a hearing, send a written petition, which conforms to Chapter 150B of the North Carolina General Statutes to the Office of Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611-7447. This certification and its conditions are final and binding unless you ask for a hearing. This letter completes the review of the Division of Water Quality under Section 401 of the Clean Water Act. We request written concurrence from DWQ that this construction be allowed under ESTABLISHED 1938 Nationwide Permits 12 and 25. The above-referenced projects are for the Town of Louisburg and involve the installation of three (3) sewer mains: • South Main Street Outfall, • Fox Swamp Interceptor, and • Sunrise Biscuit Outfall. 5510 These projects will be funded by State Grants and reviewed by the State Construction MUNFORD ROAD Grants and Loans Section. The U.S. Corps of Engineers has delineated the wetlands for this project and requires a 404 Permit to be submitted. There are no stream BOX crossings in this project but 0.97 acres of wetlands will be impacted-0.65 acres of 3003 398 permanent impact and 0.32 acres of temporary impact. PHONE PHON 2-8300 The South Main Street Outfall is for the elimination of the West River Road Pump Station, which is reaching its life expectancy. The South Main Street Outfall runs FAX parallel to the road in a fairly urban section of town. The majority of this sewer line 919/783-7642 will run under sidewalks, paved areas and gravel parking lots. Due to site conditions only sediment traps, stone check dams, and silt fencing will be used to control RALEIGH sedimentation in this area. This sewer main does not cross or impact any wetlands. Mr. John Dorney NCDENR May 25, 2000 Page 2 The Fox Swamp Interceptor will replace the old Fox Swamp Interceptor to reduce the inflow and infiltration at the wastewater treatment plant from the old line. The existing 12" sewer line is a clay line in poor condition. The line has had several point repairs due to cracks that have developed sinkholes. The proposed 15" PVC sewer will parallel the existing sewer 10 feet farther from Fox Swamp Creek's stream bank to minimize wetland impacts. An additional 10-foot temporary construction easement will be required to install the new sewer but the new sewer will be installed in an existing easement. Anti-seepage collars will be installed at each wetland crossing and every 150' interval through delineated wetlands. After the new sewer is accepted and put into operation the old sewer will be taken out of service. The old manhole inverts will be plugged with grout and the old manhole riser sections will be removed to a minimum of 2 feet below grade. The original contours will be restored and stabilized. Sedimentation will be controlled almost exclusively by temporary sediment traps. The Sunrise Biscuit Outfall is for the elimination of Perry Drive Pump Station, which is nearing the end of its life expectancy. This pump station does not have back-up power and during times of power outage, this station has the potential to dump untreated sewage directly to a tributary 2000 feet from the Tar River. This outfall will be bored under Highway 401 then hug the toe of slope on elevated piers to within 100' of the tie-in manhole. This last 100' of sewer line will be buried and not within wetlands. The toe of Highway 401's fill slope is very flat; this in conjunction with excavation limited only at the piers makes the use of silt fencing ideal. Excavation and filling of wetlands will be minimized by the use of piers. The installation of these sewer mains will reduce the risk of untreated sewage being discharged either directly or indirectly into the Tar River.
