DWR staff attempted to make contact multiple times to schedule an inspection and were unable to reach you, thus this inspection was unannounced. While our office is aware of the farm's current status and sensitive to the financial concerns related to the dairy industry, we must notify you of the continued animal waste violations observed during the inspection. A copy of the inspection report is attached for your review and records. Violations 1. No records were available for review at the time of the unannounced inspection. Permit Condition 111.2.a requires that waste level records (freeboard) be monitored and recorded weekly. Permit Condition 111.5 requires that a representative sample of the animal waste be obtained within 60-days (before or after) the date of application. Permit Condition 111.6 requires that all land application events be recorded. Permit Condition 111.8 requires that weekly stocking records be maintained. While some rain records were being maintained and were reviewed, they were not transcribed to the proper forms. A follow-up inspection to review records will be scheduled. The concrete basin below the milk parlor remains open and containing waste. Waste continues to be conveyed to the Waste Storage Pond (WSP) via overland flow. This was an item included on the enforcement case PC-2018-0031 that was assessed for Civil Penalties in a letter dated January 23, 2019. 4. Waste continues to be stockpiled within 100' of an onsite well. This was an item included on the enforcement case PC-2018-0031 that was assessed for Civil Penalties in a letter dated January 23, 2019. Other Concerns: DWR staff made many attempts to contact you prior to the unannounced inspection. Be aware that your facility is still subject to annual inspections, requires a certified operator, and requires the maintenance of the required records even though you no longer plan to milk cows and have sold most of the herd. This requirement will remain in place until the General Animal Waste Permit is rescinded for your facility.
