PROJECT SUMMARY: This project involves the construction of an 200 foot long - 10 slip pier and associated parking at Heritage Plantation South and Yeopim Creek. Carolina Coast and Lakes, Inc., Heritage Shores South Perquimans County Field Investigation Report, Page 2 Site _Desrr44im The proposal site is located in a newly created 204 acre wooded subdivision located along Yeopim Creek, south of Phillips Landing. Phillips Landing is located off SR 1346 in Perquimans County. The subdivision, known as Heritage Shores South, is located north of Snug Harbor Road (SR 1340), and north of and upstream from the community of Snug Harbor. This proposal concerns the construction of a 200 foot long pier with 10 slips and a gravel drive, parking lot and turn around area to provide vehicular access and parking for the pier off Kennedy Court. Much of the shoreline of Yeopim Creek has a wetland fringe near or at the NWL. The proposal site is an approximately 51,000 sf. lot on Yeopim Creek which has been dedicated for water access for this portion of the subdivision. Approximately 40 percent of this lot has been delineated as freshwater wetlands. The shoreline along the NWL in the vicinity of the pier proposed is vegetated in an 18 foot wide freshwater wetland fringe. The shoreline is natural and un-stabilized and no structures currently exist on this lot. The lot has a shoreline length of approximately 180 feet. The upland "under-story" vegetation of this lot has previously been cut. Subdivision roadway and ditch construction is currently underway. The waters of Yeopim Creek are not open to commercial shellfish harvest and are classified as Inland Waters by the North Carolina Marine Fisheries and Wildlife Resources Commissions. These waters also are designated by the Coastal Resources Commission as Public Trust Area. Yeopim Creek is noted as a spawning area for anadromous fish species. Yeopim Creek is approximately 1.000 feet wide in the vicinity of this proposal. The applicant reports that the water depth is -5.5 feet at a point 200 feet waterward of the NWL. No other piers currently exist in the vicinity of this proposal. Proiect Proposal The permittee proposes to construct a gravel drive, parking lot and turn around area to access and provide parking for the above referenced pier. A crush and run gravel driveway/parking area is proposed to extend from Kennedy Court cul de sac to the south to a 60 foot diameter crush and run gravel turn around located landward of the existing wetland areas on the lot. The proposed turn around will terminate about 18 feet from the NWL of Yeopim Creek. A gravel parking area will be located adjacent to Kennedy Court. The driveway/parking area/turn around area will be approximately 11,211 sf in size. Stormwater runoff from these proposed impervious surfaces will drain through sheet flow and will be handled in conjunction with the subdivision's stormwater plan which is currently under review by the Division of Water Quality. The proposed walkway and pier structure will be 6 feet wide and extend 200 feet beyond the shoreline. The walkway will be elevated 3 feet over the freshwater wetland fringe and commence at the waterward end of the gravel turn around area. The walkway will cross 18 feet over the freshwater wetland fringe to reach the pier portion of the structure. The pier will extend from the NWL, approximately 200 feet, into Yeopim Creek. Five slips will be located on each side of the pier and each slip will be approximately 260 sf. Each finger pier will be 5 feet wide, tapering to a point, with a total length of 15 feet. Free standing piles will be placed approximately 10 feet from the tip of each finger pier. Water depths range between 4 and 5.5 feet below the NWL in the vicinity of these slips. No work is proposed with the riparian setback areas. Anticipated-hnpacts The proposed walkway and pier will result in shading of 1,650 sf. of shallow water habitat and Public Trust Area and will also shade approximately 108 sf. of freshwater wetlands along the shoreline. The proposed pier and slips will not extend beyond the one-fourth width of Yeopim Creek. Since few piers exist in this vicinity of Yeopi.m Creek. the placement of this structure may present some increase in navigational hazards to boaters. skiers and watermen. However. it is not anticipated that this would result in any significant adverse impact. The proposed impervious surfaces will result in the filling and grading of approximately 0.257 acre of upland area. Submitted By: Dennis W. HERITAGE SHORES SOUTH - Perquimans County Carolina Coast & Lakes, Inc. are proposing to construct a wooden 10 boat slip dock on the southeast end of Heritage Shores South, Subdivision to accommodate the Heritage Shores South homeowners only with a boating facility. A 6 foot wide wooden pier is proposed to extend 200 feet into the Yeopim Creek, attached with a total of 12 wooden finger piers, 5 feet wide tapering to a point totaling 15 feet in length. A free standing piling will be driven in approximately 10 feet from the tip of each finger pier; a total of 12 free standing pilings are proposed. A crush and run driveway/parking area is proposed to extend from Kennedy Court cul de sac to an approximately 60 foot diameter crush and run turn around located between the 404 wetland line (11,211 sq.f1.). The driveway and turn around will allow the homeowners to drive to the boardwalk and drop off their supplies and drive back to the designated parking area located at the entrance. An 18 foot elevated wooden boardwalk is proposed to be constructed at least three feet above the 404 wetlands and continue 200 feet as the wooden boat dock/pier. The proposed project is at least 50 feet away from the adjacent riparian corridors. Total proposed impervious area for this project is 11,211 square feet. The proposed boating facility will be used exclusively by Heritage Shores South residence. Phillips Landing is located off SR 1346 in Perquimans County. The subdivision, known as Heritage Shores South, is located north of Snug Harbor Road (SR 1340), and north of and upstream from the community of Snug Harbor. This proposal concerns the construction of a 200 foot long pier with 10 slips and a gravel drive, parking lot and turn around area to provide vehicular access and parking for the pier off Kennedy Court. Much of the shoreline of Yeopim Creek has a wetland fringe near or at the NWL. The proposal site is an approximately 51.000 sf. lot on Yeopim Creek which has been dedicated for water access for this portion of the subdivision. Approximately 40 percent of this lot has been delineated as freshwater wetlands. The shoreline along the NWL in the vicinity of the pier proposed is vegetated in an 18 foot wide freshwater wetland fringe. The shoreline is natural and un-stabilized and no structures currently exist on this lot. The lot has a shoreline length of approximately 180 feet. The upland "under-story" vegetation of this lot has previously been cut. Subdivision roadway and ditch construction is currently underway. The waters of Yeopim Creek are not open to commercial shellfish harvest and are classified as Inland Waters by the North Carolina Marine Fisheries and Wildlife Resources Commissions. These waters also are designated by the Coastal Resources Commission as Public Trust Area. Yeopim Creek is noted as a spawning area for anadromous fish species. Yeopim Creek is approximately 1,000 feet wide in the vicinity of this proposal. The applicant reports that the water depth is -5.5 feet at a point 200 feet waterward of the NWL. No other piers currently exist in the vicinity of this proposal. PrQiect Proposal The permittee proposes to construct a gravel drive, parking lot and turn around area to access and provide parking for the above referenced pier. A crush and run gravel driveway/parking area is proposed to extend from Kennedy Court cul de sac to the south to a 60 foot diameter crush and run gravel turn around located landward of the existing wetland areas on the lot. The proposed turn around will terminate about 18 feet from the NWL of Yeopim Creek. A gravel parking area will be located adjacent to Kennedy Court. The driveway/parking area/turn around area will be approximately 11,211 sf in size. Stormwater runoff from these proposed impervious surfaces will drain through sheet flow and will be handled in conjunction with the subdivision's stormwater plan which is currently under review by the Division of Water Quality. The proposed walkway and pier structure will be 6 feet wide and extend 200 feet beyond the shoreline. The walkway will be elevated 3 feet over the freshwater wetland fringe and commence at the waterward end of the gravel turn around area. The walkway will cross 18 feet over the freshwater wetland fringe to reach the pier portion of the structure. The pier will extend from the NWL, approximately 200 feet, into Yeopim Creek. Five slips will be located on each side of the pier and each slip will be approximately 260 sf. Each finger pier will be 5 feet wide, tapering to a point, with a total length of 15 feet. Free standing piles will be placed approximately 10 feet from the tip of each finger pier. Water depths range between 4 and 5.5 feet below the NWL in the vicinity of these slips. No work is proposed with the riparian setback areas. AntidpatedJmpacts The proposed walkway and pier will result in shading of 1,650 sf. of shallow water habitat and Public Trust Area and will also shade approximately 108 sf. of freshwater wetlands along the shoreline. The proposed pier and slips will not extend beyond the one-fourth width of Yeopim Creek. Since few piers exist in this vicinity of Yeopim Creek, the placement of this structure may present some increase in navigational hazards to boaters, skiers and watermen. However, it is not anticipated that this would result in any significant adverse impact. The proposed impervious surfaces will result in the filling and grading of approximately 0.257 acre of upland area. Submitted By: Dennis W. HERITAGE SHORES SOUTH - Perquimans County Carolina Coast & Lakes, Inc, are proposing to construct a wooden 10 boat slip dock on the southeast end of Heritage Shores South Subdivision to accommodate the Heritage Shores South homeowners only with a boating facility. A 6 foot wide wooden pier is proposed to extend 200 feet into the Yeopim Creek, attached with a total of 12 wooden finger piers, 5 feet wide tapering to a point totaling 15 feet in length. A free standing piling will be driven in approximately 10 feet from the tip of each finger pier; a total of 12 free standing pilings are proposed. A crush and run driveway/parking area is proposed to extend from Kennedy Court cul de sac to an approximately 60 foot diameter crush and run turn around located between the 404 wetland line (11,211 sq.R.). The driveway and tum around will allow the homeowners to drive to the boardwalk and drop off their supplies and drive back to the designated parking area located at the entrance. An 18 foot elevated wooden boardwalk is proposed to be constructed at least three feet above the 404 wetlands and continue 200 feet as the wooden boat dock/pier. The proposed project is at least 50 feet away from the adjacent riparian corridors. Total proposed impervious area for this project is 11,211 square feet. PROJECT SUMMARY: This project involves the construction of an 200 foot long - 10 slip pier and associated parking at Heritage Plantation South and Yeopim Creek. Carolina Coast and Lakes, Inc., Heritage Shores South Perquimans County Field Investigation Report, Page 3 include 12 finger piers to create 10 slips. Five slips will be located on each side of the pier and each slip will be approximately 260 sf. Each finger pier will be 5 feet wide, tapering to a point, with a total length of 15 feet. Free standing piles will be placed approximately 10 feet from the tip of each finger pier. Water depths range between 4 and 5.5 feet below the NWL in the vicinity of these slips. No work is proposed with the riparian setback areas. Anticipated lmpactq The proposed walkway and pier will result in shading of 1",650 sf. of shallow water habitat and Public Trust Area and will also shade approximately 108 sf. of freshwater wetlands along the shoreline. The proposed pier and slips will not extend beyond the one-fourth width of Yeopim Creek. Since few piers exist in this vicinity of Yeopim Creek, the placement of this structure may present some increase in navigational hazards to boaters. skiers and watermen. However. it is not anticipated that this would result in anv significant adverse impact. The proposed impervious surfaces will result in the filling and grading of approximately 0.?57 acre of upland area. Submitted Bv: Dennis W. HERITAGE SHORES SOLTM - Perquimans County Carolina Coast & Lakes, Inc. are proposing to construct a wooden 10 boat slip dock on the southeast end of Heritage Shores South Subdivision to accommodate the Heritage Shores South homeowners only with a boating facility. A 6 foot wide wooden pier is proposed to extend 200 feet into the Yeopim Creek, attached with a total of 12 wooden finger piers, 5 feet wide tapering to a point totaling 15 feet in length A free standing piling will be driven in approximately 10 feet from the tip of each finger pier; a total of 12 free standing pilings are proposed. A crush and run driveway/parking area is proposed to extend from Kennedy Court cul de sac to an approximately 60 foot diameter crush and run turn around located between the 404 wetland line (11,211 sqA). The driveway and turn around will allow the homeowners to drive to the boardwalk and drop off their supplies and drive back to the designated parking area located at the entrance. An 18 foot elevated wooden boardwalk is proposed to be constructed at least three feet above the 404 wetlands and continue 200 feet as the wooden boat dock-,pier. The proposed project is at least 50 feet away from the adjacent riparian corridors. Total proposed impervious area for this project is 11.211 square feet. The proposed boating facility will be used exclusively by Heritage Shores South residence. 7ms boating facility is a separate entity from the 1 o slip boating facility permitted for Heritage Shorts Plantation residence.
