approximately 11 0 feet wide at this location.
The applicants arIg oposing to expand their existing docking facility to provide boating access for all of
the John's Creek operty owners. The existing main dock would be extended 83 feet at the north end
and 55 feet at t south end. Five (5) additional finger piers (21 ft. X 4 ft.) would be installed
approximately 14 t on center, and five (5) additional mooring pilings would be placed between them.
The resulting doc ould be 331 feet long and 6 feet wide, with 24 boat slips arranged along 12 finger
piers and 13 moo pilings.

ADDITION TO DOCKING SYSTEM
AT JOHN'S CREEK SUBDIVISION
Narrative Description
12 February 2000
The John's Creek Homeowners Association wishes to extend its
existing f=loating dock system to allow every homeowner to have a dock
space. C rrently there are 24 lots/homeowners but only 14 boat slips.
The proposed addition would add 10 slips for a total of 24.
Expa sion of the docking system from 10 to a total of 26 slips
was previously authorized by Permit Number 147-91. Only 4 of the
additiona slips were constructed at that time given the current total
of 14 sli -'s.
The xisting and proposed slips are 21 feet long. Boats will be
limited t 21 feet in length. Only boats without heads will be
allowed. There will be a total of 12 floating fingers 4 feet wide by
21 feet long (7 existing plus 5 new). The main floating dock will be
expanded from 6 feet wide by 193 feet long to 6 feet wide by 331 feet
long. The number mooring pilings will be increased from 8 to 13.
The existing floating dock system will be extended north by
approximately 83 feet (6 slips) and south by approximately 55 feet (4
slips). This arrangement will not encroach on the property line
corridor on either side. The average water depth under the system is
4 feet at 4LW. No dredging will be required for construction or
maintenance. The system is approximately 500 feet from the edge of
the AIWW a: the closest point. The floating system is accessed by-a
ramp and f.xed pier which extends approximately 1600 feet across open
water and iarsh areas to the MHW.
The corridor occupied by the docking system is part of the common
area of Joan's Creek Subdivision that is owned by the John's Creek
Homeowners Association.

9. PROJECT DESCRIPTION
The project site is the existing community pier and docks'for John's Creek subdivision, located at the
end of John's Creek Road, off of Myrtle Grove Sound Road, adjacent to Myrtle Grove Sound, in New
Hanover County. John's Creek subdivision was originally developed in 1986 and consisted of 26 single-
family residences. Two of the present residences were built on combined lots, so there are now effectively
only 24 lots in the subdivision. The original community pier was authorized in 1986, under State Permit
#133-86. In 1991, the developer obtained State Permit # 147-91 to expand the original 10 slip dock to
26 slips. Only four (4) of the additional slips were constructed prior to the expiration of the permit in
1994. All of the subdivision's common area and community property has since been turned over to the
John's Creek Homeowners Association who are now requesting authorization to complete the previously
permitted project. The boating facility currently consists of two (2) sections of pier/walkway, 6 feet wide,
totaling approximately 1600 feet in length, over marsh from the mainland to an island, and over marsh
and open water to the docking system adjacent to the Atlantic Intracoastal Waterway (AIWW). The
existing docking system is oriented perpendicular to the pier and consists of a main dock, 193 feet long
and 6 feet wide, with seven (7) finger piers, each 21 feet long and 4 feet wide. There is a mooring piling
between each finger pier. The docking facility is approximately 500 feet from the AIWW channel, and
existing water depths are approximately -4 feet at mean low water (MLW). No boats with marine heads
and a maximum boat length of 21 feet are currently regulated by previous permit conditions.
In the project area, the waters of Myrtle Grove Sound the are classified as SA-ORW, by the NC Division
of Water Quality, and they are OPEN for the harvest of shellfish. These waters are designated as Primary
Nursery Area (PNA), by the NC Division of Marine Fisheries. The Atlantic Intracoastal Waterway is
approximately 1150 feet wide at this location.
The applicants are proposing to expand their existing docking facility to provide boating access for all of
the John's Creek property owners. The existing main dock would be extended 83 feet at the north end
and 55 feet at the south end. Five (5) additional finger piers (21 ft. X 4 ft.) would be installed
approximately 14 feet on center, and five (5) additional mooring pilings would be placed between them.
The resulting dock would be 331 feet long and 6 feet wide, with 24 boat slips arranged along 12 finger
piers and 13 mooring pilings.
10. ANTICIPATED EMPACTS
The proposed project would incorporate an additional 3036 square feet of estuarine waters and public trust
area. There would be some disturbance of the shallow bottom during initial construction. The proposed
project would provide boating access to the remainder of the subdivision's property owners.

Narrative Description

The John's Creek Homeowners Association wishes to extend its
existing floating dock system to allow every homeowner to have a dock
space. Currently there are 24 lots/homeowners but only 14 boat slips.
The proposed addition would add 10 slips for a total of 24.
Expansion of the docking system from 10 to a total of 26 slips
was previously authorized by Permit Number 147-91. Only 4 of the
additional slips were constructed at that time given the current total
of 14 slips.
The existing and proposed slips are 21 feet long. Boats will be
limited to 21 feet in length. Only boats without heads will be
allowed. There will be a total of 12 floating fingers 4 feet wide by
21 feet long (7 existing plus 5 new). The main floating dock will be
expanded from 6 feet wide by 193 feet long to 6 feet wide by 331 feet
long. The number mooring pilings will be increased from 8 to 13.
The existing floating dock system will be extended north by
approximately 83 feet (6 slips) and south by approximately 55 feet (4
slips). This arrangement will not encroach on the property line
corridor on either side. The average water depth under the system is
4 feet at MLW. No dredging will be required for construction or
maintenance. The system is approximately 500 feet from the edge of
the AIWW at the closest point. The floating system is accessed by a
ramp and fixed pier which extends approximately 1600 feet across open
water and marsh areas to the MHW.
The corridor occupied by the docking system is part of the common
area of John's Creek Subdivision that is owned by the John's Creek
Homeowners Association.
