Ogburn City of Asheboro PO Box 1106 Asheboro, NC 27204-1106 NORTH CAROLINA Environmental Quality January 10, 2020 Subject: Compliance Evaluation Inspection Report NPDES Permit NCO026123 Asheboro WWTP, Randolph County Dear Mr. Ogburn: On January 9, 2020, Paul DiMatteo of the Division of Water Resources (Division), Winston-Salem Regional Office met with Michael Wiseman, Operator in Responsible Charge (ORC), to conduct a Compliance Evaluation Inspection of the above referenced wastewater treatment plant. This inspection consists of (1) a review of the permit and accompanying documentation to determine compliance with permit conditions, and (2) an on -site inspection of several collection system components. The attached inspection form notes the areas that were evaluated for the inspection, with any notable findings outlined as follows. 1. pH Reporting Please be reminded that pH reporting guidance specifies that multiple values read during the day cannot be averaged due to the logarithmic nature of the measurement. All effluent values must be reported on the eDMR, following the following convention: a. If there are values in violation of the effluent limit, the most extreme noncompliant value is to be reported in the daily cell. b. If all values taken were compliant, the value closest to the bounds of the limit range, high or low, must be reported in the daily cell. c. Other values are to be reported in the comments section. Please refer to the attached approved procedure for pH. Their standard practice is to take duplicate readings several times per day, and report an average of the reading taken at 11:00 am. Note that pH read at the effluent must all be reported and cannot be averaged due to the logarithmic nature of pH. Lab records are stored by parameter in the lab office. Several labs are involved in sample analysis including their in house lab, whose chain of custody I did not see during the inspection. During the inspection, the in -situ staff gauge read 0.50 feet, and the ultrasonic sensor read 4.01 mqd. However, the table value at 0.5 feet is 6.088 mad. Calibration is performed quarterly by ISI/FCx. Future inspectors may wish to verify the in -situ staff gauge's placement.
