Dear Sirs:
You have our approval, to construct sanitary sewer improvements at Chesney Glen subdivision in Wilson
County as you described in your application dated February 28, 2000. After reviewing your application, we have
decided that this project is in compliance with the Neuse River Buffer rules (15A NCAC 2B .0233). In addition, you
should get any other federal, state or local permits before you go ahead with your project including (but no limited
to) Sediment and Erosion Control, Coastal Stormwater, Non-Discharge and Water Supply Watershed regulations.
This approval is only valid for the purpose and design that you described in your application. If you change
your project, you must notify us and send us anew application. If the property is sold, the new owner must be given a
copy of this approval letter and is thereby responsible for complying with all conditions.
If you do not accept any of the conditions of this approval, you may ask for an adjudicatory hearing. You
must act within 60 days of the date that you receive this letter. To ask for a hearing, send a written petition which
conforms to Chapter 150B of the North Carolina General Statutes to the Office of Administrative Hearings, P.O. Box
27447, Raleigh, NC 27611-7447. This approval and its conditions are final and binding unless you ask for a hearing.
This letter completes the review of the Division of Water Quality under the Neuse River Buffer rules. If

Enclosed for your review and approval is a Pre-Construction Notification Application for
approval to construct sanitary sewer improvements within Neuse River Buffer areas. The project
will serve the Chesney Glen Subdivision in Wilson County. The sanitary sewer interceptor runs
parallel with the bank of an unnamed tributary to Lake Wilson. Their are several buffer
encroachments involved with this project, which are shown on the attached 8'/2" x 11" sheets and
the enclosed construction plans. Also, enclosed is a brief narrative of each buffer encroachment.

UEtLITY SECTION__
The purpose of this narrative is to define the scope of the project and to define any stream
and buffer crossings that will occur during this project.
The proposed sanitary sewer improvements are intended to serve an existing subdivision
of approximately 150 homes that are currently served by a pump station. These improvements
will also serve the proposed Chesney Glen subdivision, which will consist of 49 new homes
when completed. Work performed for the installation of the outfall will include approximately
3,500 LF of 12" diameter sanitary sewer line and the associated structures.
Due to the existing topography, the sewer line had to be located as close to the Neuse
River Buffer Line as possible. Placing the outfall line any farther away from the buffer line
creates a situation that would necessitate the construction of extremely deep manholes and sewer
main (in excess of 20') due to the sharp hill that exists near the Lake Wilson side of the outfall.
For this reason, we have found it necessary to cross the Neuse River Buffer line in several
places. Every effort was made to avoid crossing the buffer, however to connect the proposed
outfall to the existing subdivision it is necessary to cross an unnamed tributary to Lake Wilson as
described below.

This buffer crossing consists of a 90° crossing of an unnamed tributary to Lake Wilson
with a 12" diameter gravity sewer line buried beneath the streambed. This buffer encroachment
is located on the Northwest property line of the proposed Chesney Glen Subdivision. (See the
attached 8 t/z" x 11" detail sheet)
