Silt Fence Right of Way -Silt Fence 01/13/00 i Project Description OFD J J r C Piedmont Natural Gas Three-County Project Mitchell County, Avery County, and Yancey County Piedmont Natural Gas is currently planning an 83-mile natural gas pipeline expansion project to serve Mitchell County, Avery County, and Yancey County, North Carolina. This project is being implemented at the direction of the North Carolina Utility Commission and North Carolina State Legislature. It is intended to provide service to the residents of the three counties and the communities of Banner Elk, Spruce Pine, and Burnsville. The provision of natural gas service to these areas will provide residents a clean-burning, economical alternative to electricity. Natural gas service will also provide a valuable source of energy for residents in communities that periodically lose electrical power during winter storms. In June 1995, the North Carolina Legislature recognized the need for natural gas service in all North Carolina counties (Chapter 216 of the 1995 session laws). In response, the legislature required that the N.C. Utility Commission assign each unserved county to one of the five North Carolina local distribution utility companies. Piedmont Natural Gas (Piedmont) has been assigned the responsibility for providing gas service to Mitchell, Avery, and Yancey Counties. In order to serve these areas, Piedmont has planned a project that will utilize existing and new pipeline rights-of-way and will cover a total distance of approximately 83 miles. This system expansion will involve the placement of new pipeline sections along state highways, existing utility rights-of-way, and cross-country alignments. The project will begin on the eastern side of the city of Morganton, North Carolina, near Interstate 40. An 8-inch transmission line will extend northwest from an existing pipeline through this area. Near the community of Jonas Ridge, this line will be divided into two divergent lines. One 4-inch transmission line will extend northward along N.C. Highway 181 toward Pineola, while a second 8-inch transmission line will continue to the west and northwest, eventually reaching Burnsville and Spruce Pine. The proposed routing of new pipeline sections will require crossing a number of surface water features. An estimated III streams will be crossed by various portions of the natural gas transmission line. Assuming an estimated right-of-way width of 40 feet, the total temporary linear stream impacts will be approximately 4,440 feet. Approximately 957 feet of total stream width will be involved in these crossings. In consideration of the good to excellent water quality of many streams in the three counties, low-impact crossing methods have been proposed for all streams classified as "Outstanding Resource Waters" (ORW), "High Quality Waters" (HQW), and "Trout Waters" (Tr). Conventional crossing methods are proposed for streams possessing a C classification or a Water Supply Watershed classification of WS-IV or higher. Directionally bored crossings will be made beneath the most-sensitive waters. Should substrate conditions prohibit the use of directional boring equipment, an alternative dry-crossing method will be selected following consultation with representatives of the NCDENR Division of Water Quality, Division of Land Quality, and U.S. Army Corps of Engineers. A number of wetland crossings will also be necessary along the pipeline route. Approximately ' 14 distinct wetland areas were encountered during initial surveying. Additionally, a total of 12 riparian wetland areas were observed adjacent to identified streams. Estimated total temporary wetland impacts have been calculated at 0.86 acres. Streams and wetlands are important natural resources, and are vital components of local ' ecosystems. It is therefore important to protect their character, quality, and function. Piedmont Natural Gas is committed to maintaining the quality of these natural resources while extending natural gas service to the communities of Mitchell County, Avery County, and Yancey County. ' Mapping ' In order to communicate the impact-minimization steps proposed by Piedmont Natural Gas, right-of-way route mapping and crossing descriptions are included in the following sections of this document. Maps identify crossings of all field-identified streams and wetlands. Streams ' that are indicated with blue lines on U.S. Geologic Survey (USGS) 7.5-minute topographic maps have been further identified according to their surface water classification, as assigned by the N.C. Department of Environment and Natural Resources (NCDENR). Jurisdictional surface ' waters, as regulated by the U.S. Army Corps of Engineers (USAGE), have been given the identifier "Jwa" (Jurisdictional waters). Jurisdictional wetland areas have been given the identifier "Jwe" (Jurisdictional wetlands). Sites numbered 0-100 are located along the 8-inch main transmission line and the 8-inch transmission line to Burnsville. Sites numbered 200-300 are located along the 4-inch transmission line to Pineola. 1 Crossing Methods Proposed crossing methods are identified for each stream and wetland crossing observed during field surveying. Specific characteristics have also been included for many of these surface water features. NCDENR classifications are noted for all streams identified on USGS 7.5-minute maps.
