A copy of the Compliance Inspection Report is enclosed for your review. Mr. Bobbie Cox, Operations Director, and Mr. Paul Puszynski, Line Supervisor, were also present during the inspection and their time and assistance is greatly appreciated. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit NCG150000 under Certificate of Coverage NCG150029. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as Mill Creek (Warrior Lake, Crystal Lake), class WS-III,B;HQW:@ waters in the Cape Fear River Basin. As a result of the inspection, the facility was found to be compliant with the conditions of the NCG150000 permit. Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection. Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty assessment of up to $25,000 per day for each violation. Airport activities include aircraft storage, maintenance, re -fueling and washing. De-icing operations have not occurred and there are no de-icing chemicals stored onsite. Facility's Stormwater Pollution Prevention Plan (SPPP) and semi-annual Qualitative Monitoring records from 2017 through 2019 were provided for review. The SPPP appeared to contain all permit -required components along with documentation related to the annual update requirements including employee training, non-stormwater certification and listing of any significant spills (none). Based on the monitoring records, the facility has three stormwater discharge outfalls associated with industrial activities and there have been no observable issues related to stormwater pollution. After the records review, observations were made of the aircraft wash area, which is located between the T-Hangars where wash water can flow into a vegetated area for infiltration. There is a sign posted in the wash area regarding the use of bio-degradable detergents. Observations were also made at the fuel storage tanks with secondary containment and the stormwater discharge outfalls. At the time of inspection, facility appeared to be well operated and maintained.
