Subject: REQUEST FOR ADDITIONAL INFORMATION

Dear Mr. Cocchi:
On November 27, 2019, the Division of Water Resources — Water Quality Programs (Division)
received your application dated November 21, 2019 requesting an Individual Water Quality
Certification from the Division for your project. The fee for the project was received on
December 4, 2019. The Division has determined that your application is incomplete and cannot
be processed. The application is on -hold until all of the following information is received:
1. Please provide supporting documentation for parking needs. The application states that
a total of 860 parking spaces are required with the following breakdown:
a. New vehicle inventory: 150 display spaces and 250 storage spaces
b. Used vehicle inventory: 200 display spaces
c. Customer Parking: 30 spaces
d. Service Center Parking: 120 spaces
e. Employee Parking: 110 spaces
Please provide documentation for these estimated parking requirements such as
analysis for similar sized dealerships or other dealerships in the vicinity. Are the
proposed 860 spaces in compliance with the City of Raleigh zoning requirements?
Further, please provide documentation as to the number of parking spaces proposed for
Phase I of the project development (pre -Lumley Road re -alignment) and the number of
parking spaces proposed for Phase II (post -Lumley Road re -alignment). (15A NCAC 02B

2. A portion of the proposed project is proposed on 1.65 acres of property that will be
leased from RDU Airport Authority. The application states that this property is unable to
be purchased. If this lease were to terminate, the Division's Certification of the project
could be negated as the 1.65 acres could then be developed with a purpose and need
different from the project's purpose and need. Please address this. [15A NCAC 02H
.0506(g)]
3. The Division has concerns that the small stream segment in the Southeast corner of the
site, downstream of the proposed culvert will cease to function due to its short length
between two culverts. Historically, the Division has required mitigation for a small
stream segment in this situation as they have shown to lose function. (The Division does
not count this length as permanent impact for permitting thresholds.) Please provide a
mitigation proposal for this stream segment. If mitigation is not provided for this
segment the Certification may be conditioned to require post -construction functional
monitoring for 3 years after development if completed. If monitoring shows functional
loss to this segment, mitigation will be required. [15A NCAC 02B .0506(g)]
4. Please demonstrate to the Division how the project meets the definition of Airport
Impacted Property as defined in House Bill 206. Specifically demonstrate how the
relocation of Lumley Road accommodates "expansion of relocation of airport
operations' [H.B. 206 Section 3.1(a)(1)].
5. Please provide a plan sheet that indicates the location of proposed stormwater
measures for this project including drainage areas, inlets, and discharge points. [15A
NCAC 02H .0506(b)(5) and (c)(5)]
Pursuant to Title 15A NCAC 02H .0502(e) and 15A NCAC 02B .0267, the applicant shall furnish
all of the above requested information for the proper consideration of the application. Please
respond in writing within 30 calendar days of receipt of this letter by submitting all of the above
requested information through this link: https://edocs.deg.nc.gov/Forms/Supplemental-
Information-Form (note the DWR# requested on the link is referenced above) OR by sending
one (1) copy of all of the above requested information to the 401 & Buffer Permitting Branch,
1617 Mail Service Center, Raleigh, NC 27699-1617.
If all of the requested information is not received within 30 calendar days of receipt of this
letter, the Division will be unable to approve the application and it will be returned. The return
of this project will necessitate reapplication to the Division for approval, including a complete
application package and the appropriate fee.

Please be aware that you have no authorization under the Water Quality Certification Rules for
this activity and any work done within waters of the state may be a violation of North Carolina
General Statutes and Administrative Code.
