The Division received your application for a wastewater discharge permit on March 19, 1999.
Division personnel have reviewed and approved your application. Accordingly, we are forwarding the
attached NPDES discharge permit. This permit is issued pursuant to the requirements of North
Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and
the U.S. Environmental Protection Agency dated December 6, 1983, and as subsequently amended.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty
(30) days following receipt of this letter. This request must be in the form of a written petition,
conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of
Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless
such demand is made, this decision shall be final and binding.
Please note that this permit is not transferable except after notice to the Division. The Division
may require modification or revocation and reissuance of the permit.
This permit does not affect the legal requirements to obtain other permits which may be
required by the Division of Water Quality or permits required by the Division of Land Resources, the
Coastal Area Management Act or any other Federal or Local governmental permit that may be
required.

Downstream 5.5 miles below the outfall at the boat ramp in arm of Lake Tillery (road off
NCSR 1730). Instream monitoring is provisionally waived in light of the permittee's
participation in the Yadkin -Pee Dee River Basin Association. Instream monitoring will be
immediately reinstated should the permittee end its participation in the Association.
2. The monthly average effluent BOD5 and Total Suspended Residue concentrations shall not exceed
15% of the respective influent value (85% removal).
3. Summer is defined as the period from April 1 through October 31, while winter is defined as
November 1 through March 31.
4. The daily average dissolved oxygen effluent concentration shall not be less than 5.0 mg/l.
5. Chlorophyll a shall be collected monthly during June through September only and shall be
collected on the same day as the instream TN and TP samples.
The pH shall not be less than 6.0 standard units nor greater than 9.0 standard units and shall be
monitored three times per week at the effluent by grab sample.
There shall be no discharge of floating solids or visible foam in other than trace amounts.

SUMMARY
This facility maintains one outfall (001). One hundred percent of the influent is domestic waste. The Greater
Badin WWTP is currently operating at greater than 80% of the design capacity. Stanly County Office of
Utilities suspects that the elevated flow is caused by I/I and has initiated rehabilitation of the sewer system.
The sewer rehabilitation work was due to be completed late September, however, the project is behind
schedule and Greater Badin has been granted an extension to the SOC.
The Greater Badin WWTP discharges into Little Mountain Creek, which is listed as partially supporting its
designated uses according to the 1998 Yadkin -Pee Dee River Basinwide Water Quality Plan. The `partially
supporting' rating was implemented due to poor benthic macroinvertebrate monitoring data. According to the
Planning and Assessment Unit the reason for the poor water quality in Little Mountain Creek has not been
determined. At this time there is no current or pending TMDL. Little Mountain Creek is classified as WS-IV
waters from 0.5 miles upstream of Stanly County SR 1545 to Mountain Creek
TOXICITY TESTING:
Current Requirement: NH-3 limits were implemented based on toxicity results. The winter
ammonia limit in the current permit was calculated using the 30Q2 flow.
Recommended Requirement: Recalculation of the winter ammonia toxicity limit using the 7Q10 flow
indicates that an ammonia limit of 3.0 mg/l is appropriate.
COMPLIANCE SUMMARY:
Several non -compliant DMRs have been submitted primarily due to the ongoing sewer rehabilitation work
DMR data suggest that the facility is currently operating below 5 mg/I of BOD (monthly average) with a
permitted limit of 20 mg/I.
INSTREAM MONITORING:
Instream monitoring has been waived because of membership in the Yadkin -Pee Dee River Basin Association.

PROPOSED CHANGES:
Increase the winter ammonia limit from 2.7 mg/1 to 3.0 mg/l. The 2.7 limit was based on the 30Q2 flow not
the winter 7Q10, therefore the ammonia limit was recalculated using the winter 7Q10 flow.
Instream fecal coliform monitoring has been removed from the permit. Though the stream is on the 303(d) .
list the basin plan does not indicate that this impairment is due to fecal coliform. According to the instream
monitoring policy if the stream is not impaired for fecal coliform then instream fecal coliform monitoring may
be removed.
Instream conductivity monitoring will be removed from the permit per the 5/12/99 Instream Monitoring
Policy.
Total N and total P monitoring will be changed from monthly to quarterly. Per -a 12/7/98 memo from Steve _
Pellei dischargers in subbasin 030708 in the Yadkin Pee -Dee River Basin -having a permitted flow -between
0.05 MGD and 1.0 required quarterly nutrient monitoring.
BOD, TSS, DO, and Fecal (Effluent) monitoring frequencies has been changed to 3/week. According to the
new rating system this facility is rated as a class III facility and increased monitoring is required. Likewise,
instream monitoring of temperature has been increased to 3/week and monitoring of effluent temperature has
been increased to daily.
Stanly County Office of Utilities is currently attempting to address the flow problems associated with this
facility. If Greater Badin wishes to request expansion of their flow then justification for the expansion is
required. If the expansion were granted, the expanded discharge would be subject to advanced tertiary limits.
Note, I/I is not considered justification for expansion.

stream is 6-8 feet wide and 2-6 inches deep. The channel bed is composed
en 'rel-y-o slate rock (no sand or silt areas). An ALCOA plant discharges cooling
water upstream of the site in accordance-with-permitNC000-4308.

Description of existing or substantially co -eructed WWT facilities: The existing
WWT facilities consist of a manually cleaned bar screen, an influent pump
station, an orbital aeration basin (oxidation ditch), an aerobic sludge digester
(located in the center of the oxidation ditch), dual final clarifiers, dual chlorine
contact chambers with gaseous disinfection, SO, dechlorination, cascade post
aeration, four sludge drying beds and stand-by power.
f. Description of proposed WWT facilities: No modifications to the WWTP are
proposed at this time. The sewer collection system is being rehabilitated. If
storm water flow to the plant is not reduced after the sewer rehabilitation work is
completed, modifications and/or additions to the WWTP may be necessary.
g. Possible toxic impacts to surface waters: Chlorine is added to the waste stream;
however, dechlorination is utilized and the facility has a chlorine limit.
h. Pretreatment Program (POTWs only): Not needed. The facility only receives
domestic waste.

handle a small amount of the total flow.

PART IV - EVALUATION AND RECOMMENDATIONS
The permittee has requested that the existing permit for the WWTP facility be renewed.
There have been no additions or modifications to the WWTP during this permit cycle. The
collection system serving the plant continues to experience excessive I&I after rainfall. The
permittee entered into an SOC with the Division during this permit cycle. The SOC required
extensive testing and repair to the collection system. All activities associated with the SOC were
completed by December 1995.
While I&I flows were slightly reduced, effluent from the plant still exceeds the permitted

limit on a frequent basis. In addition, the effluent flow has exceeded 80% of the design flow
during the previous two calendar years. The Division sent a letter to the permittee which
described the flow evaluation/analysis report required upon exceeding the 80% criteria (in
accordance with 2H .0223). The permittee still believes that most of the flow problems can be
reduced with further sewer rehabilitation rather than plant upgrades or expansion. The permittee
has arranged for additional rehabilitation work to be performed on the collection system. The
additional repair work is scheduled to begin on May 6, 1999. The work should be completed
within 120 days of start-up. If flow levels remain elevated after the additional repair work, the
permittee stated that it will prepare the report required in accordance with 2H .0223.
Despite the on -going I&I issues, the WWTP has continued to treat the wastewater
received at the plant within substantial compliance of the existing permit (for parameters other
than flow). It is recommended that the NPDES permit be renewed as requested.
