9. PROJECT DESCRIPTION
The applicant's property is located at 1334 Carolina Avenue, in the Town of Topsail Beach, in Pender
County. The property is located adjacent to Banks Channel / Topsail Sound. From the Topsail beach
Town Hall; travel 0.4 miles down South Anderson Blvd. (Hwy 50) to Scott Avenue. Turn right onto Scott
Avenue, left onto Channel Blvd. and go approximately 0.1 mile, 1334 Carolina Avenue will be on the
right.
The highground property consists of two single-family-residential lots each measuring approximately 80 feet
deep and approximately 50 feet wide. Existing highground development on the property includes two single-
family dwellings and driveways. The yard consists of grasses and ornamental shrubs. Adjacent to the
bulkhead, there is a narrow fringe of sand beach exposed at low tide.
The average elevation of the highground property is approximately 4 feet above mean high water. The two
property shorelines have been stabilized with approximately 100 feet of bulkhead.
The applicants have an existing 4 feet wide walkway extending from the bulkhead approximately 45 feet to
6 remnant pilings. From the bulkhead and adjacent to the walkway is a 8 foot deck which extends
waterward approximately 24 feet and ends in a covered octagonal gazebo.
The waters adjacent to the project are classified "SA" by the Division of Water Quality. The area is not
designated as a Primary Nursery Area and is open to the taking of shellfish.
PROPOSED PROJECT: The applicant is proposing to remove existing remnant pilings, repair the pier,
deck and gazebo, add three boatlifts, a floating dock and extend the existing pier to access two of the
boatlifts. Per the applicants drawings (sheet 2 of 7), the pier extension would measure, approximately 3'
wide by 47' in length. The pier would extend in an "L" shape from near the water-ward end of the existing
pier. This "L" shaped pier extension would allow access to two of the three proposed boatlifts. The lifts
would each measure 12.5' by 12.5' and would be located near the end of the pier extension with a lift on
each side. On the north side of the two lifts the applicant is proposing an 11' by 16' floating dock which
would be accessed from a ramp at the end of the existing pier. To the north of the proposed floating dock,
the applicant is proposing the third 12.5' by 12.5' boatlift. The water depth at the end of the proposed
floating dock will be -4.1 feet at MLW.
10. ANTICIPATED IMPACTS
The proposed pier extension, boatlifts and floating dock would result in the incorporation of an additional
786 square feet of public trust area. The project as proposed would provide docking space for up to four
vessels. The proposed pier, boatlifts and floating dock would not extend beyond the existing pier
headline. Minor increases in turbidity can be expected during construction.

This letter is intended to be the narrative description of our proposed project
"Stewart/Gordon Pier". We feel it necessary in order to discuss not only the purpose of
the project, but, also, a few special and relevant considerations two households have
utilized for 30+ years that explain some questions the permit process may raise.
We intend to repair and add to an existing pier structure damaged by Hurricane
Fran. As you can see by the "aerial" view of the existing structure, pylons extended
beyond what is now left in a rectangular shape. We will remove those pylons in order not
to leave unused materials in the sound. As you can see, there will be boatlifts added, and
a floating dock. The pier will continue to be located approximately on the lot line
between the Stewart and Gordon properties.
The Gordon's and the Stewart's have shared a common pier for more than 30
years, and plan on continuing this tradition. Please accept this document and signatures
as evidence of our desire to share a common pier structure, and make the attached
improvements and repairs.
