Explain the purpose of the proposed project: The purpose of the proposed project is to construct a single-family residential subdivision (Carraway Subdivision). 3e. Describe the overall project in detail, including the type of equipment to be used: The Carraway Subdivision includes the construction of 30 residential lots, associated access roads, landscaped areas, on -site septic, and appropriate stormwater devices. In order to provide access from the west, it is necessary to grade and fill the most up -gradient portion of a stream and two small wetland pockets. Additionally, in order to install a septic - system supply line, a segment of stream on the northern portion of the site will be temporarily impacted. To facilitate the construction of the access road, septic supply line, and development of the site, clearing and grading the -site is necessary. The clearing limits of the proposed development will be staked and silt fences will be used. Appropriate stream bank protection will be provided in the channel during construction and all excess excavated material will be immediately removed from crossing areas. The septic supply line will be backfilled with native stream bed material and graded to similar pre -construction conditions. A temporary cofferdam will be installed upgradient of the septic supply line crossing and then will be removed following construction activities. Following construction, all disturbed banks will be restored to similar pre -construction conditions, matted and seeded/live staked. 2. We consulted the USFWS Website to determine if federally protected endangered or threatened species inhabit Guilford County, NC. The cape fear shiner (Notropis mekistocholas) and Roanoke logperch (Percinia rex) are listed as federally protected endangered species. The streams on the site are small and .do not provide suitable fish habitat. Fish will not be directly impacted by the proposed project. Additionally, Schweinitz's sunflower (Helianthus schweinitzi►) is listed as federally endangered and small whorled pogonia (lsotria medeoloides) is listed as federally threatened. The site does not contain suitable habitat for either of these species, so therefore the proposed project will not directly impact these species. Based on our observations, it is our opinion that the proposed project will have no effect on federally listed species. 6. Essential Fish Habitat (Corps Requirement) 6a. The Division acknowledges the areas and boundaries identified as jurisdictional wetlands by the USACE. The attached map accurately depicts all stream determinations conducted during the site visit. Please note that at the time of this letter, all perennial stream channels and jurisdictional wetlands found on the property are subject to the mitigation rules cited above. These regulations are subject to change in the future. The owner (or future owners) should notify the Division (and other relevant agencies) of this decision in any future correspondences concerning this property.
