The North Carolina Division of Water Resources conducted an inspection of the Coats American-Sevier
Plant on 1/15/2020. This inspection was conducted to verify that the facility is operating in compliance
with the conditions and limitations specified in Non-discharge Permit No. WQ0005603. The findings and

Inspection Summary:
Inspectors Mikal Willmer and Brett Laverty, with the Asheville Regional Office, conducted a site visit of the inactive Coats
America ash basins on January 15, 2020. This inspection was conducted in relation to the facility's renewal of their
closed-loop recycle permit. John Moss (Coats) was present and assisted in the inspection.
The facility never recycled wastewater and coal ash has not been added to the basin since 2009. The permit currently
remains open to monitor groundwater quality. Inspectors discussed the option of closure with Mr. Moss; however, it was
also relayed that DEQ has not issued formal closure guidelines for non-utility coal ash basins across the state. Mr. Moss
indicated they may explore closure in the future if it's determined the acreage is needed by Coats.
Inspectors indicated they were going to recommend the addition of a surface water sampling site of the creek on the
Southside of the basins. It's recommended the site be located just downstream of the ash basins.
