The general land use in the vicinity of the project is public within the right-of-way for 1-40. The adjacent parcels to the west of the 1-40 right of way are zoned 1-1 (Industrial) and R-2
(Residential) by the Town of Burgaw.

4h. Explain the purpose of the proposed project:*
The purpose of the proposed project is to realign the inlet channel to flowthrough the eAsting 4' x 5.5' concrete box culvert. The stream channel is currently running through the eAsting
72" steel pipe, which was intended to function as an overflow. A large sediment plug has accreted in front of the inlet of the eAsting box culvert blocking flow. Lowflows through the new
stream channel alignment will be maintained using a floodplain bench. ApproAmately 80' upstream of eAsting concrete box culvert, the channel has migrated into the shoulder of the
road, creating a safety hazard. This section of the channel is proposed to be realigned to reestablish the typical shoulder fill section.
41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
The proposed stream channel realignment Will require a total of approximately 114' LF of beneficial, permanent stream channel impacts in two separate sections of the existing stream
channel upstream of the existing culverts. The first section, Site 1, immediately adjacent to the existing culvert inlet will require an excavator to fill approximately 72 LF of the ebsting
steam channel and remove the ebsting sediment plug to reestablish the channel through the existing concrete box culvert. A floodplain bench will be constructed out of Class I riprap
which Will be partially grouted in with flowable fill to maintain regular flow through the concrete box culvert during low flow periods and only allowing flow through the steel pipe during
overflow events. The second section of stream channel realignment, Site 2, located approximately 80' upstream of the existing concrete box culvert Will require an excavator to fill
approximately 42 LF of the wasting stream channel and realign the channel lateral to the road to reestablish the typical shoulder fill section. Class I riprap will be used to armor the
banks of the newly excavated channel and prevent further channel migration. To avoid additional temporary dewatering impacts to the stream channel, the stream flowwill be
maintained through the existing channels while the new channel alignments are excavated in the dry, and Will only be rerouted through the new channel sections once the excavation is
complete and the new channel banks are stabilized With coir fiber matting. Flowable fill will only be used in dry working areas and additional BMP's Will be utilized if necessary to prevent
the contact of live concrete with the water.

Intentional construction and excavation methodology will prevent additional temporary impacts due to dewatering while still allowing for excavation to
be accomplished in the dry. Realignment of the stream channel will promote stability of the stream feature and restore normal flows while preventing
erosion and scour around the existing structures.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
Strict adherence to applicable permit conditions and implementation of sediment and erosion control BMPs in accordance with NCDOT BMP manual.
