REGAN S,^rrerary LINDA CULPEPPER Oerer. for Mr. Danny Holloman Person County Board of Education 304 S Morgan St #25 Roxboro, NC 27573 Dear Mr. Holloman, NORTH CAROUIIgA Environmental Quality January 10, 2020 Subject: Permit No.WQ0005150 Permit Renewal North End Elementary School Wastewater Surface Irrigation Person County Staff of the NC Division of Water Resources (DWR), Water Quality Regional Operations Section inspected the subject wastewater spray irrigation system on January 9, 2020. I wish to thank Paul Phillips and Chris Clayton for their help during the inspection. The purpose of the visit was to conduct a compliance inspection of the system prior to renewing the permit. Paul reports that the solids depth in the septic tank is checked yearly and pumped every 3 years. It was pumped in 2019. The dosing siphons and the pipe network in the sand filter periodically receive repairs and are in good working order. They are currently using epoxy coated steel, as the PVE bells didn't work well. The sand in the sand filter has been covered in gravel which has greatly decreased maintenance needed on the system. The laterals have been sleeved in 4" corrugated plastic to better disperse spray. Laterals are flushed once or twice a year. Tablets were in the chlorinator and extra tablets are stored on site. The floats, pumps, alarm and operation of the panel were in working order. One pump is lead and the other is lag and they are periodically switched. The pumps run automatically on float switches. The lagoon liner appears to be in good condition and there is a fence and signs around the lagoon and vegetation is established on the berm. Freeboard was at 3 feet 1 inch during the inspection. Floats are in the lagoon to allow the system to run automatically, however, it is run manually by setting a timer. The Spears brand strainer is an improvement over the previous filter in that it is very easy to clean. Sprayheads rarely need cleaning. Both sprayEields are planted in Green Ash with other species also coming up. Grass between rows of trees is mowed 3x/year. Staff report that many of the Green Ash trees have died over the past few years. Volunteer sweetgum and other species of trees have replaced the dead trees. Sprayheads are mounted atop tall risers to get them above the water level of the lagoon. This will prevent water from passively flowing from the lagoon to the Sprayheads in the event a zone shutoff valve is not completely closed. One sprayhead suffered freeze damage and was being repaired at the time of the inspection. The lines can be emptied for freeze protection. No major repairs have been needed since the last inspection. :%rtth e,rrnl;tw k p.a erne tit of Ew, rune t rat d Lit At Di •,i•.iim,tf Warrr Rriuurec, R-111,;yli R, yi!m.il Mice W00 li.n rr t, DI I,(- it tiv;ylr.
