Dear Mr. Lewis:
The Pretreatment, Emergency Response and Collection Systems (PERCS) Unit of the Division of Water
Resources has reviewed the Industrial User Pretreatment Permit (IUP) modification for the following
Significant Industrial User (SIU). The modification was submitted by the City of Oxford's consultant —
JoEllen Gay Pretreatment Consulting and was received by the Division on December 17, 2019.

The review indicates that the IUP is adequate and meet the minimum requirements of 15A NCAC 21-1.0905
and .0916 and 40 CFR 403.8(f)(1)(iii). Please submit a copy of signed cover page for PERCS' records once
it is available.
Federal and State pretreatment regulations require the local delegated pretreatment program to
effectively control and document the discharge of wastewater from Significant/Categorical Industrial
Users to the POTW. It is the POTW's responsibility to ensure that these objectives are consistently met.
