including contractor-owned or leasedborrow pits associated with the project.
c. For borrow pit sites, the erosion and sediment control measures must be designed, installed,
operated, and maintained in accordance with the most recent version of the North Carolina
Surface Mining Manual.
d. The reclamation,measures and implementation must comply with the reclamation in
accordance withjthe requirements of the Sedimentation Pollution Control Act.
Waste, Spoil, Solids, or Fill of Any Kind
No waste, spoil, solids, or fill of any kind, shall occur in wetlands, waters, or riparian areas beyond
the footprint of the impacts depicted in the Pre-Construction Notification. All construction
activities, including the design, installation, operation, and maintenance of sediment and erosion
control Best Management Practices, shall be performed so that no violations of state water quality
standards, statutes, or rules occur.

Sediment and erosion control measures shall not be placed in wetlands or waters to the maximum
extent practicable. If placement of sediment and erosion control devices in wetlands and waters
is unavoidable, they shall be removed and the natural grade restored within six months of the date

Dear Mr. Jurek:
You have our approval, in accordance with the attached con itions and those listed below, to construct a
stormwater wetland at Elizabeth City State University, as d' scribed within your application dated
November 8, 2004 and received by the N.C. Division of,W' er Quality (DWQ) on November 8, 2004.
After reviewing your application, we have decided that the i pacts are covered by General Water Quality
Certification Number(s) 3399 (GC3399). The Certification(s) allows you to use Nationwide Permit(s) 27
when issued by the US Army Corps of Engineers (USAGE). In addition, you should obtain or otherwise

Attach a vicinity map clearly=` showing the loca ion of the property with respect to local
landmarks such as towns, rivers, and roads. Also p ovide a detailed site plan showing property
boundaries and development plans in relation to su ounding properties. Both the vicinity'map

Proj ct Summary
he project site is an existing drainage ditch that runs through the University property. The ditch
arries runoff from approximately 30 acres: of surrounding residential, undeveloped, and University
t nd. The proposed area is adjacent to a large parking lot which drains completely into the site. The
ite also collects runoff from surrounding buildings and lawn areas. The design proposal involves
idening the bottom surface of the ditch, installing a detention outlet device, and planting wetland
plants. The design will increase stormwater storage while not limiting drainage capacity for large
events. Wetland plants will improve th'e aesthetics of the area and provide an educational
pportunity for the University. The wetland should not require any additional maintenance effort
om the University.

Unive sity in Pasquotank County, North Carolina.
1.2 G als and Objectives

1.3 P' oject Background
This roject was initiated in the Spring of 2004 by the NC Ecosystem Enhancement Program (EEP).
The project is partly related to the development of local watershed plans, the need for water quality
impro ements, and the needs for education and demonstration of water quality projects in the area. The
initial stages of the project involved the evaluation of several potential sites in the Camden and
Pasq tank County areas. The eventual projectsite was chosen due to its location, the opportunity for
ecbn ical implementation, and the potential for University partnership. The involvement and
I coop ration of Elizabeth City State University has been and will be critical to the continued success of
the p ject.
An a reement was reached between the EEP and the University in the spring of 2004 and -design
activities began on June 1. Analysis and design for the project was completed in early July and this
docu ent was prepared. This report describes the analysis and design for the project and includes
map drawings, and construction information. It is intended that this report be used as the construction
man al for the project completion.

2.2 W tershed Analysis
The e tremely flat topography and complex underground drainage systems in the area required an
innov tive approach for watershed analysis. The contributing watershed for this site was determined
using available lidar data, aerial photography, a watershed reconnaissance field visit, and gps
equip ent. The watershed was found to be approximately 30 acres and consist of a mixture of low
densi residential neighborhoods, forested and undeveloped areas, and developed University property.

were A to determine runoff volumes and peak flows for storms with 1 and 2-yr return intervals. The
runo l volume was also predicted for smaller storms of 1 and 1.5 inches of rainfall.
2.3 tletDevice Design
The urrent outlet control of the ditch is a 2 ftj diameter high density polyethylene pipe (HDPE). The
retro it of this culvert will be necessary to achieve the appropriate hydrologic conditions to support the
desir d vegetation, control stormwater flows, 'and ensure high flow drainage capacity. The primary
meth-?d for creating a functioning wetland with additional storage for treating stormwater is to reduce
the p ak outflow rate at non-flood stages and allow waters at lower stages to drawdown slowly. This
invo ed designing an outlet structure that Would raise the normal water level slightly, allow for
sto water storage up to flooding elevations, and not limit high flow drainage capacities.
Desf of this device first omeant completing an analysis of the current drainage and outlet capacities.
This step involved the use of HY-8 culvert analysis software. This software allowed the determination
of c lvert capacities at various water surface elevations, factoring in the current tailwater conditions at
the ite. The next step is to size the retrofitted outlet device so that high flow capacities can be
mai tained. For this purpose, the lowest elevation that would cause backup of water into the parking
lot as chosen. When the water surface reaches this level, the outlet riser diameter and top elevation
was adjusted until the high flow drainage requirements could be met. A riser diameter of 4' was found
to p oxide the necessary capacity.

dxa , down device has been designed for the proposed outlet structure. The device is designed to
?aint n storage volume below the top of the owlet weir and drawdown to normal levels over a period
bf at 1 ast 24 hours. The actual drawdown period can vary depending on the storage space available,
size o? the drawdown device; and the type of wetland and vegetation specified. The device consists of
a length of PVC pipe that will be installed in thei outlet structure at a specified elevation. The pipe will
have 90 degree elbow turned downward at the end which will prevent the orifice from getting
clogge with trash and debris. Analysis determined that a 2 inch diameter pipe would allow the
wetla water surface to draw down from the top of the weir to normal level in 1.3 days. A smaller
device is not practical and a larger storage space/longer drawdown periods are not possible without
causin adverse flooding of the nearby parking lot.

3.1 In roduction
The following sections describe special instructions for construction of the project. The Project
Enginoer or Project Manager should be available at all times during the construction to answer any
questi ns and to inspect all aspects of the construction. The construction should cover all necessary
ms or equipment, materials, and labor associated with the construction. However, the Project
Iand Project Engineers will arrange the ordering and delivery of the outlet structure and
wetla d plants.

All ediment and erosion control should be sett up prior to any other work occurring at the site. Three
sedi ent baffles shall be installed to control erosion during this project. The baffles consist of a jute
ma ing hung on steel posts at a 6 ft spacing. The baffles shall be placed near the outlet culvert. They
sho Id be placed 6 ft apart and extend across the entirety of the channel and up the bank.

3.5 Ouilet Installation
The owlet structure shall be constructed of corrugated aluminum piping and will be delivered with
pprop iate flashboard risers. The structure shall be installed by sliding the outlet pipe inside the
xisti culvert. The existing, culvert will need to be cleaned of all sediment and debris to facilitate the
nstall tion. An appropriate area shall be excavated around the culvert also to complete the proper
[?nstalh tion. Concrete or grout will be poured to ensure the seal and connection of the two pipes.
Backfi 1 the area with soil after installation is complete and blend the grade into the existing slope. The
slope hould be reseeded as necessary.
3.6 G ading
The u stream end of the project site shall be expanded and widened. Grading will begin at the staked
outer oundary of the project and follow a 4:1 (H:V) slope to the desired wetland bottom elevation.
Suital? a soils from the excavation shall be spread throughout the wetland to achieve the desired bottom
elevat on or as directed by tl e Project Engineer. Sideslopes throughout the site shall be widened to the
extent possible and tilled. Suitable soil should alsso be used to amend sideslopes by mixing/tilling.
Durin the grading, a total of three small trees will need to be transplanted. Complete the transplanting
by ex avating the entire tree with as much root ball as possible. Then replant the tree at the project
boundary.
3.7 P' rking Lot Outfall Rotrofit
Rem e the parking lot outfall as indicated. Make a clean cut and repair as necessary. The retrofit will
invol e a small amount of excavation and tilling of the area. Excavate to create two cascading pools, at
the di ection of the Project Manager, below the curb cut. Seed the pool areas and protect with Class B
iprap lunderlain with Excelsior type or equivalent erosion control matting.
