No New expiration date 7/31/2024 Facility Overview: The Maxton WTP operates a conventional water treatment plant designed for a potable flowrate of 12 MGD. Treatment process for raw water consists of aeration, pH adjustment with sodium hydroxide, sedimentation and filtration with pressure sand filters, and disinfection with sodium hypochlorite. Backwash is discharged to an equalization basin then pumped to the clarifier, and the supernatant is dechlorinated with calcium thiosulfate then discharged into the Lumber River. The maximum, monthly average wastewater discharge between August 2016 and August 2019 was approximately 0.3589 MGD. Compliance History: • Numerous NOVs since last renewal, all for exceeding TRC limits. • Three enforcement cases since last renewal; One in 2018 for TSS limit, and two in 2019 for TRC and Fluoride limit violations. • Facility has also failed 9 out of 12 toxicity tests from July 2016 — April 2019. NCG59 General Permit Eligibility (for Conventional & Greensand WTPs): • They've failed > 75% of TOX tests within the last 3 years (Jul 2016-Apr 2019), the most recent failed test occurring in April 2019 — ineligible • Conclusion: Ineligible for NCG59 General Permit. Changes from previous permit to draft: • Added regulatory citations. • Added facility grade in A. (L). • Removed former footnote #5 as this is no longer required per 2009 Changes to WTP Strategy Memo. • Removed Iron parameter in A. (L) Effluent table. Application states Iron sulfate does not have the potential to be discharged. As per "Assistance with BPJ on WTP renewals" 2012 Memo, Iron does not have a recommend limit and was monitoring only in previous permit. All reported values in previous 4 '/2 years are < 1 mg/L. • Added Zinc quarterly monitoring to A. (L) and updated Section A. (5.). • Updated former footnote 6 (now footnote #3) and A. (2.) with new WET testing concentration and language for results submissions. • Updated current treatment components list, new max monthly average, and HUC on the Supplement to Cover Sheet. • Added Section A. (4.) Permit Re -Opener — Whole Effluent Toxicity special condition as the facility has failed > 75% of TOX tests in the last 3 years. • Updated TRC limit in A. (L) Effluent table to the daily maximum limit allowed to protect for acute toxicity. (See IWC calculations sheet) • Removed Fluoride limit in A. (L) Effluent table as RPA did not show a reasonable potential to exceed WQS. Previous permit was erroneously permitted with zero -flow. We have confirmed with the permittee that the discharge is directly into the Lumber River. However, as the facility has indicated that Fluoride still has the potential to be discharged, it will continue to be monitored, now on a quarterly basis. • Removed Copper parameter in A. (1.) Effluent table, as RPA did not show a reasonable potential to exceed WQS. • Removed Manganese parameter in A. (1.) Effluent table. As per "Assistance with BPJ on WTP renewals" 2012 Memo, Manganese does not have a recommend standard and the facility has no treatment technology to remove Manganese. • Added Hardness sampling to A. (1.) Effluent table to monitor in conjunction with hardness dependent metals already being monitored (zinc), as per "Implementation of Instream Dissolved Metals Standards" 2016 Memo. Sampling in effluent and upstream. Added corresponding footnotes #4 & #5. Changes from draft to final: • Added a limit for Chronic WET Testing in the Section A. Because the point of interest is immediately upstream from the USGS streamgage at this road crossing, the low -flow characteristics provided below are based on the most recent published low -flow statistics for the streamgage near Maxton. Available data for this streamgage near Maxton is described here In operation since June 1987, the most recent low -flow statistics for this streamgage were published in a statewide report published in March 2015. It is USGS Scientific Investigations Repori 2015-5001, "Low -flow characteristics and flow -duration statistics for selected USGS continuous -record streamgaging stations in North Carolina through 2012" (Weaver, 2015). The report is available online at http//pubs.usga.gov/sir/2015/5001/. The report provides updated low -flow characteristics and flow -duration statistics for 266 active (as of 2012 water year) and discontinued streamgages across the state where a minimum of 10 climatic years discharge records were available for flow analyses.
