8. PROJECT SUMMARY: The applicant proposes to construct a private uncovered boat lift 10' by 12'
adjacent to an existing pier.
9. NARRATIVE DESCRIPTION:
Project Setting
Mr. Moore's property is located at 117 Hawkins Creek Lane off Deer Island Road in Swansboro,
Onslow County. The property can be reached by traveling west on Highway 24 across the Swansboro bridges
and turning left onto Old Hammocks Road at the second stoplight. Deer Island Road is the first paved left off
Hammocks Beach Road, approximately 2/10 mile. Hawkins Creek Lane is approximately 4/10 mile on the left.
The subject property is located at the terminus of Hawkins Creek Lane.
The applicant's property is a 1.82-acres tract, approximately 20' above the mean sea level, at or near
the confluence of Bogue Sound, the White Oak River, and near the AIWW. The tract has a single-family
residence onsite with a gravel. The residence is set back more than 40' from the normal high water level which
coincides with the waterward edge of coastal marsh fringe (Spartina patens). The area from the house to the
shoreline is an existing lawn with centipede grass and other ornamental landscaping features. There is a
detached accessory storage building on the property more than 40' from the normal high water level.
Mr. Moore's residence is within Hawkins Creek which is contiguous to the confluence of Bogue Sound,
specifically the Banks Channel, the White Oak River, and the Intracoastal Waterway. The waters are classified
SC and is closed to shellfishing at the time of this report. The area does serve as a primary nursery area. The
offshore water depths vary by 1.5' from the shore to a distance 100' offshore. At low water, normal water
conditions typically measure ±1'. The bottom substrate appears to be sand. There was no visible submerged
aquatic vegetation or shellfish beds within the project area at the time of the site visit. The Moore's property
has approximately ±248' of shoreline frontage.
Existing structures in the water include two docks constructed parallel to each other, oriented north and
south. The northernmost dock is approximately 3' wide by 61' long and the southernmost dock is approximately
4' wide by 96' long with an attached L-shape finger pier. The base leg of the L-shape pier is approximately 4'
wide by 15' long (parallel with the shore) and the other extension is approximately 4' wide by 25' long. A
covered boatlift is constructed within the L-shape. A cluster of three mooring piles is approximately ±33' from
the waterward end of the southern pier. Another single mooring pile is located approximately ±96' waterward
from the normal high water mark and approximately ±10' south of the waterward end of the southern dock. A
pair of metal rails are located on the shore between the two existing piers and extend into the water
approximately ±8' beyond the normal water level.
Both docks and the rails pass through approximately a ±5' wide fringe of coastal marsh (Spartina
patens).
Project Description
The applicant proposes to install a 10' by 12' uncovered boat lift adjacent to the existing south dock on
the south side of the "L" shaped finger pier. The project is being reviewed under a major permit because the
existing structures (i.e. docks, tie-up pilings, boat lift) provide for more than two permanent docking spaces

which is not authorized under the general permit process. The general permit restricts piers and mooring
facilities to provide for no more than two (2) boats. The proposed boat lift will provide for an additional mooring
facility at Mr. Moore's property. At the time of the site visit(s), there were four (4) boats moored at the
applicant's property, all belonging to the applicant (as per Mr. Moore).
As mentioned earlier, the project area is void of any submerged aquatic vegetation or shellfish beds. There is
no high ground work associated with this permit request.
Anticipated Impacts
The proposal will usurp an additional 120 ft2 of public trust area with the proposed configuration.
Short-term turbidity would be expected through the installation of the new pilings to support the boat lift.
Impact on the navigation of the sound and to the boating public should be negligible.

Project Narrative for Malcolm "Alex" Moore:
Project: Proposed 10' x 12' uncovered boat lift.
The purpose of the uncovered boat lift is to provide mooring for a 25' shrimp boat.
It will also be used by our son's 19' boat as needed. It will be constructed typically
as any other boat lift with four pilings, winches, and support beams. The daily
operations are for non-commercial, private use by our family only. A major
permit is needed because there are two existing docks - one with a finger pier to
serve the existing covered boat lift, and two tie-up pilings. This new boat lift will
provide permanent mooring for more than two boats at our docks.
