Please find the attached copy of the SOC for the Stanley County.
Timeframe: SOC Effective: January 1, 2020.
SOC Expiration: January 31, 2023.
Stipulations:
County Stanley has requested SOC WQ S19-003 for its West Stanly WWTP, a 0.9 MGD WWTP that
discharges treated wastewater to the Rocky River (Outfall 002) and Long Creek (Outfall 001), both Class C
in the Yadkin -Pee Dee River Basin. The County is unable to consistently comply with effluent limits for
Total Suspended Solids (TSS), Fecal Coliform, BOD, and Ammonia as Nitrogen. Compliance will require
preparation and implementation of plans and specifications for construction of additional treatment works
and upgrades.
Summary of Necessity Narrative:
The WWTP serves the Town of Stanfield, Town of Oakboro, City of Locust, Red Bridge Golf Community,
the Red Cross Community, and the Ridgecrest Community. The County has no control over the flow from
these systems. The permitted capacity is 0.9 MGD with an expansion up to 1.2 MGD. Violations for BOD,
TSS, Ammonia, and Fecal Coliform have occurred (see attached) during time periods of high flow. The
contributing factor to flow issues is inflow and infiltration (I & 1). There is a design limitation at peak flow
that the engineers' report discusses. A peaking factor of 3.6 was determined for the WWTP.
Fundins:
The County has been awarded a loan from the Clean Water Revolving Fund (CWSRF) in the amount of
$3,364,130.

Additional Flow Allocation:
An initial allocation of 80,000 gallons of additional wastewater will be allowed on the effective date of this
Special Order by Consent. An additional flow allocation of 30,000 gallons of wastewater may be made
following the successful completion and placement in service of the new secondary clarifier. New
wastewater flow will not exceed a total of 110,000 gallons while the SOC is effective.

West Stanly WWTP is a 0.90 MGD wastewater treatment plant consisting of the following components:
• Influent pump station with bar screen, grit removal, flow measurement
• Influent flow splitter box
• Influent composite sampler
• Two (2) 0.6 MG aeration basin with mechanical aerators
• Clarifier splitter box
• Two (2) 0.055 MG secondary clarifiers [not operational]
• WAS pump station
• RAS pump station
• One (1) 0.2 MG secondary clarifier
• Return sludge pump station
• 0.035 MG Chlorine contact basin with dechlorination unit
• Effluent composite sampler
• Effluent pump station with three (3) pumps and force main to Outfall 002
• Two (2) 225 W sludge holding tanks
• One (1) 0.4 MG aerobic digester/sludge holding basin with floating aerators, floating
mixer, a floating decant mechanism, and auxiliary pumps
• Two (2) 1,250 ft2 sludge drying beds, surplus

Pursuant to provisions of North Carolina General Sta tes (G_S_) 143- and 143-215.67, this
Special Order by Consent is entered into by Stanly County, hereinafter eferred to as the County
and the North Carolina Environmental Management Commission, an agency of the State of North
Carolina created by G.S. 143B-282, and hereinafter referred to as
the Commission:

will require preparation and implementation of plans and specifications for construction

out in paragraphs 2(a), 2(b), and 2(d).

any and all previous Special Orders, Enforcement Compliance Schedule Letters, terms,
conditions, and limits contained therein issued in connection with NPDES beAnit number
NC0043532. In the event of an NPDES permit modification or renewal, any
monitoring requirements contained therein shall supersede those contains
of this Special Order by Consent, except as modified and contained in PAM

2. Sample locations: E - Effluent, I - Influent, U - Upstream at t 100 feet above the
discharge point, D - Downstream 1.7 miles below the disc point (near the end of
NCSR 1659). Instream monitoring requirements are w as long as the facility
retains membership in the Yadkin -Pee Dee River Bas' ssociation. If membership is
cancelled, facility will monitor 3/week during �eheffs of June through September
