Timeframe: SOC Effective: January 1, 2020. SOC Expiration: January 31, 2023. Stipulations: County Stanley has requested SOC WQ S19-003 for its West Stanly WWTP, a 0.9 MGD WWTP that discharges treated wastewater to the Rocky River (Outfall 002) and Long Creek (Outfall 001), both Class C in the Yadkin -Pee Dee River Basin. The County is unable to consistently comply with effluent limits for Total Suspended Solids (TSS), Fecal Coliform, BOD, and Ammonia as Nitrogen. Compliance will require preparation and implementation of plans and specifications for construction of additional treatment works and upgrades. Summary of Necessity Narrative: The WWTP serves the Town of Stanfield, Town of Oakboro, City of Locust, Red Bridge Golf Community, the Red Cross Community, and the Ridgecrest Community. The County has no control over the flow from these systems. The permitted capacity is 0.9 MGD with an expansion up to 1.2 MGD. Violations for BOD, TSS, Ammonia, and Fecal Coliform have occurred (see attached) during time periods of high flow. The contributing factor to flow issues is inflow and infiltration (I & 1). There is a design limitation at peak flow that the engineers' report discusses. A peaking factor of 3.6 was determined for the WWTP. TSS & Fecal Coliform $3,358.75 (costs $108.75) Total $10,326.25 (costs $326.25) Civil Penalties to be held in absence as stated in the SOC: The County has outstanding civil penalty assessments that total $10,326.25. The County agrees to pay an upfront penalty amount of $326.25, with the remaining amount of $10,000.00 to be held in abeyance until the successful completion of this SOC.
