Reclaimed Water System and Wastewater Irrigation

Dear Mr. Cooke,
On December 5, 2019 staff from the North Carolina Division of Water Resources (DWR)
performed an announced, routine compliance inspection of the Reclaimed Water System and
Wastewater Irrigation system operating under Permit WQ0019755. This inspection was
completed by DWR staff person Rebecca Chandler. DWR staff would like to thank all present
during the inspection for their time and attention. While many previously noted concerns and
violation have been abated since the August 2018 and January 2019 inspections, please note the
following items of concern:
• Non -discharge Monitoring Reports (NDMRs) and Non -discharge Application Reports
(NDARs) have historically been submitted using one zone for the Upset system and one
zone for the Reclaim system, as all zones are typically dosed for the same time. The
reclaim system contains eight (8) separate zones within it and should be tracked as eight
(8) zones on self -monitoring data. Going forward, please be sure that each zone within
the Reclaim system is tracked independently.
• During the inspection, several spray heads within the sand filter needed repair or
replacement. Please make the repairs as needed.
• Efforts to reduce rutting within the lower Zones 2 and 3 of the Reclaim system have
much improved the area, however a significant amount of stormwater continues to
affect the area. DWR staff and facility representatives discussed further implementation
of straw booms or more permanent fixtures up -slope of the Zones.
