I wanted to give you an update on where we are with the
emergency plan. It appears our best option at this point is a
company called Monroe Environment that is based out of Michigan
and San Antonio Texas. They have mobile clarifiers that can be
bought to our facility on a tractor -trailer and provide onsite setup
with their engineer. Their contact information is listed below.
Tommy and I met with Don Aromando on December 10, 2019, at
the West Stanly WWTP to discuss how best an emergency clarifier
could be installed at the site. Based on the layout of the property it
appears the mobile clarifier they have could be placed on the
driveway at the facility just northeast of the existing
operable clarifier. The driveway circles around the plant so
accessibility would be a major issue.

Effluent flow from the aeration basin could be pumped to the
mobile clarifier and the effluent piping from the mobile clarifier
could be reconnected via gravity to the digestor and chlorine
contact tank. The RAS will require an above ground secondary
pump to turn the activated sludge to the aeration basin. The flow
from the aeration basins to the mobile clarifier will require a skid -
mounted trash pump to be supplied by sunbelt rental. A 1,000
gpm trash pump is readily available.
The mobile clarifier supplied by Monroe Environmental is capable
of being delivered in 3 and 7 days with a 24-hour site setup after
delivery. The maximum effective hydraulic loading for the mobile
clarifier is 1,000 gpm or 1.44 MGD, whihc should be sufficient for
normal plant operations. I am somewhat out of my element
explaining these plans and would appreciate it if you could provide
me with any additional question or concerns you would like
addressed so as I can get back with Monroe Environmental and
Tommy at our plant and get addressed.

As the process stream flows horizontally into
the mobile tank, contaminants will begin to
separate. A front-end diffusion wall meets the
influent flow where it is quieted and distrib-
uted across the separator cartridge. The liquid
then enters the X-Flo Separator Cartridges,
where heavier solids settle on the surface of
the plates and lighter contaminants rise on
the underside of the plates. The settled solids
