NPDES Permit NC0089656
1515 South Tryon Street
Charlotte, Mecklenburg County, North Carolina
ECS Project 49-1836-H
Dear Mr.Thedford:
ECS Southeast, LLP (ECS), on behalf of Cousins Properties and DC Charlotte Plaza, LLLP, is requesting
approval for renewal of the existing system that is currently operating and has National Pollutant
Discharge Effluent System (NPDES) permit NC0089656. The permit includes de-watering groundwater
from the site subgrade parking garage. Additionally, the captured water is routed through an on-site
water treatment system designed by Aquanomix that utilizes the water for on-site needs such as in
cooling towers thereby lowering the amount of municipal water required. The attached renewal has
been signed by Mr. Dragan Nesic of Cousins Properties an authorized signee for the permit.
BACKGROUND INFORMATION
The subject site is the Dimensional Place — GW-REM which includes the multi-level office building and
subgrade parking deck at 1515 South Tryon Street in Charlotte, Mecklenburg County, North Carolina.
The Dimensional Place site is bound by South Tryon Street to the north, Camden Road to the southeast,
and West Park Avenue to the southwest. Currently, the site is operating NPDES permit No. NC0089656
and discharging groundwater to a storm sewer located in South Tryon Street. The storm sewer
ultimately discharges to an unnamed tributary of Irwin Creek, a Class C surface water in the Catawba
River Basin. Figure 1 indicates the location of this site and outfall location. No sludge waste is
generated as part of the treatment process. Filters and granular activated carbon are replaced as
needed and properly disposed of off-site.
Permit Sampling
In accordance with the existing NPDES permit, the system includes treatment of the water prior to
discharge, via the Aquanomix system. The permit also requires that the discharge be monitored,
sampled, and reported. Additionally, a monthly discharge monitoring report (DMR) is required to be
submitted to the NCDEQ, DWQ. The DMR requires the monthly monitoring, including the collection of
grab effluent samples for laboratory analysis, and reporting. Once per quarter, additional grab samples
of the effluent are required to be collected and submitted for laboratory analysis for chronic toxicity
with results submitted to the NCDEQ. ECS does not recommend changes to the scheduled sampling. A
copy of the most recent post treatment data (from November 2019) collected prior to discharge in
accordance with the current permit and reporting is included as an attachment to this application.

not proposed to the system or permit since the prior renewal.
SUMMARY AND CLOSING
DC Charlotte Plaza, LLLP is requesting a renewal for the permit related to the system that has been
operating under permit number NC0089656. Should more detailed figures and information be required,
they can be provided to the NCDEQ, upon request.
