On December 20, 2019, DWR staff person Justin Henderson conducted a site inspection at 1300
Cunningham Avenue Winston-Salem, NC. The purpose of this site inspection was to discern what if
any operations, that were authorized by Permit NC500095, were active. Present, during this inspection
was facility manager Brandon Kline. Brandon informed Mr. Henderson that the current permittee, Alpha
Aluminum, LLC had not been associated with the facility since approximately 2016, and that the only
active operations was equipment removal from the facility. The subject permit allowed for a discharge
of cooling tower water to waters of the State. The cooling water towers had been removed from service
with reportedly no plans to re -activate them, as the facility is planned to be sold upon completion of
equipment removmal per Brandon. Based upon these findings Mr. Henderson will recommend that the
permit status be changed to inactive.
Should any future occupant of this faciliy propose any operations that would result in a discharge to
surface waters, then an application for an NPDES permit would be required prior to commencement of
those operations.
