After reviewing your application, we have determined that the Division of Water Quality (DWQ) General Water Quality Certification Number 3351 covers these water impacts. This Certification allows you to General Permit No. 198000291 when issued by the US Army Corps of Engineers (USACE). In addition, you should get or otherwise comply with any other federal, state and local requirements before you go ahead with your project including (but not limited to) erosion and sediment control regulations and CAMA. Also, this approval to proceed with your proposed impacts or to conduct impacts to waters as depicted in your application shall expire upon expiration of the 404 or CAMA Permit. This approval is for the purpose and design that you described in your application. If you change your project, you must notify us and you may be required to send us a new application. If the property is sold, the new owner must be given a copy of this Certification and approval letter and is thereby responsible for complying with all conditions. PROJECT SUMMARY: This project involves the construction of a single-family residence along the shoreline of the Currituck Sound in Corolla Village in Currituck County. Home construction will result in 39 percent impervious coverage within the Currituck Sound Estuarine Shoreline Area of Environmental Concern. Linda and Gary McGee FIELD INVESTIGATION REPORT Page 2 PROJECT SETTING The application site is located at the end of Village Lane in the Corolla Light Subdivision in Corolla Village, Currituck County. The site is a vacant lot along the shoreline of Currituck Sound. According to the North Carolina General Warranty Deed provided with this permit application, B. Gary McGee and wife, Linda M. McGee, presently own this parcel. The site is approximately 3 to 6 feet above the Normal Water Level (NWL) and is southeast of the Whalehead Club facility grounds. The entire shoreline of the property is stabilized with bulkhead. The property is entirely upland and is vegetated with Pinus taeda, Quercus virginiana, Myrica cerifera, Spartina patens, Salix spp., and Smilax, spp. The lot shoreline is along a short canal-like indentation off of the Currituck Sound. The North Carolina Marine Fisheries and Wildlife Resources Commissions classify the waters of the Currituck Sound as Joint Waters. These waters are closed to commercial shellfish harvests. The Coastal Resources Commission (CRC) has also designated these waters as Estuarine Waters and Public Trust Areas of Environmental Concern (AEC). Also under the designation of the CRC, a Coastal Shoreline AEC extends in a contour of 75 feet landward of the NWL. This project work is located within the Estuarine Shoreline AEC. PROJECT DESCRIPTION This project involves the construction of a single-family residence on an 11,350 square feet lot. The proposed home construction will result in the creation of 2,567 square feet of impervious surfaces within the 75-feet contour of the Currituck Sound and the Estuarine Shoreline. This development will result in a total of 39 percent of the lots Estuarine Shoreline to be covered with impervious surfaces. A stormwater application has been submitted and approved by the NC Division of Water Quality (SW#7039011). This project, therefore, also includes the construction of the necessary stormwater drainage and grading to be consistent with this stormwater certification. The stormwater certification requires that a 6 feet wide swale be installed along both property lines with a 1 foot height difference between the top and the bottom of the swale structures. The lot grade will be sloped 2 percent toward the swale areas. The swales will terminate 30 feet from the shoreline and will not encroach into the Shoreline Buffer Area. The lot will be seeded and/or sodded to prevent any sedimentation into the waters of the Currituck Sound. Linda and Gary McGee FIELD INVESTIGATION REPORT Page 3 ANTICIPATED IMPACTS The impact that can be anticipated by this project is associated with the above referenced impervious surfaces within the Estuarine Shoreline. The proposed activity is located within a residential area, and will not result in a significant loss of coastal resources. So long as the approved stormwater measures are installed and maintained, the proposed development should not result in any significant impacts to the Currituck Sound. Submitted by: Dennis W.
