we are forwarding herewith the subject certificate of coverage (COC) to discharge under the
subject state — NPDES general permit. This permit is issued pursuant to the requirements of
North Carolina General Statute 143-215.1 and the'Memorandum of Agreement between
North Carolina and the US Environmental Protection Agency dated October 15, 2007 (or as
subsequently amended).
Please take notice that this certificate of coverage is not transferable except upon
approval of the Division of Energy, Mineral, and Land Resources. The Division of Energy,
Mineral, and Land Resources may require modification or revocation and reissuance of the
certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may
be required by the Division of Energy, Mineral, and•Land Resources, the Coastal Area
Management Act, or any other federal or local government permit that may be required.

A site visit was conducted on June 18, 2013 by Jean Conway and Joanne Steenhuis to evaluate the site for the NPI)ES NCG21 permit
for Timber Products.
Staff met with Mr. Jeff Malpass and the proposed site manager.
The proposed new business will share the property with a ready mix plant (NCG140262) that is not presently in operation but does
still has some product onsite.
Much of the site has a berm around the perimeter and a natural separation between the two activities. They proposed a plan to use
cement blocks to further direct the stormwater.
It appears that the 2 businesses will be able to separate their stormwater in order to be eligible for two separate permits.
It does not appear that this activity will pose a threat to wetlands.
At the time of the site visit the permit was still in draft but RO advised allowing the activity to begin operations and not to have to
wait until after the permit was approved.
The manager was given an NOI for the NCG21 permit and was advised to begin compiling a SPPP along with a site plan that would
indicate the location of the proposed outfalls.

I sent this NOI to Jim Gregson a couple weeks ago, but I'm thinking it might have gotten lost in the transition. Not sure
who in DEMLR regions these should be going to now, so I'm sending it to you since I know you're still doing stormwater.
Please feel free to forward to the correct person if it's not you.
Attached is an NOI for a new facility in your region. NCG21— Grice & Co. in New Hanover County. The site discharges
stormwater at two points to an unnamed tributary to Barnards Creek (Class C;Sw).
Please let me know if the Wilmington Regional Office has any concerns about issuing this COC. Please also let me know
of any potential impacts to wetlands. If we don't receive any objections, we'll issue the COCs in 30 days.
