This permit is issued pursuant to the requirements of North Carolina General Statute I43-215. l and the Memorandum of Agreement between North Carolina and the US Environmental Protection Agency dated October 15, 2007 (or as subsequently amended). Please note that NCG140000 contains effluent limitations for process wastewater discharges (see Part IV, Section D). At present, those limits are 6-9 S.U. for pH (when discharging to freshwaters), 6.8-8.5 S.U. for pH (when discharging to saltwaters), 30 mg/l for TSS, 20 mg/I for TSS (when discharging to HQW waters), 10 mgll for TSS (when discharging to Trout and PNA waters), 5 mL/L for Settleable Solids, and 50% of the Summer 7Q10 Flow for discharges to HQW waters. Wastewater discharges must meet the requirements of these effluent limitations. An exceedence of any of these limitations will result in a violation of the permit conditions. Please note that groundwater standards in 15A NCAC 02L and 02T regulations must also be met for any recycle systems or discharges to groundwater. Please take notice that this certificate of coverage is not transferable except after notice to the Division of Water Quality. The Division of Water Quality may require modification or revocation and reissuance of the certificate -of coverage. Kniahtdale, North Carolina Storm Water Pollution Prevention Plan Thomas Concrete-Knightdale Batch Plant Knightdale, North Carolina April 14, 2009 Page 4 of 19 are used for the storage of raw materials (cement, flyash, and chemical additives), cleaning chemicals, and diesel fuel. The three silos are approximately nine feet in diameter, 20 feet in height, installed on a concrete pad, and contain raw material (cement and flyash) for the concrete batch process. The chemical additive ASTs range from 500 to 2,000 gallons in capacity, and store specialty chemical additives for the batch process (see Table of AST inventory below). The diesel fuel AST is twenty feet long, nine feet in diameter, and stores diesel fuel fro concrete tanker trucks. Chemical cleaners for the concrete trucks are stored in 55 gallon drums and 300 gallon totes. All of the chemical additives ASTs are stored within a concrete block wall containment basin on the west side of the office building. The diesel fuel AST is a double -walled tank installed on a concrete pad on the southeast side of the property. Transfer of petroleum and chemical products occurs to and from tanker trucks parked in secured areas adjacent to the ASTs. ?:3 Site Mup Figure 2 is a site map of the Thomas Concrete Knightdale facility. Labeled on this drawing are material storage and transfer areas, bulk petroleum and chemical storage areas, wastewater holding and treatment areas, drainage structures, drainage areas, locations of buildings, parking lots and other impervious areas. Storm water drainage from the impervious (paved or occupied by building structures) areas of property is routed by gravity via overland flow toward the center of the property into a collection and treatment system consisting of five concrete settlement pits and a wastewater collection, treatment, and recycle pit. Water collected within the treatmentlrecycle pit is treated to adjust the pFl, and pumped back to the vehicle cleaning areas for re -use. Overflow from the settlement and recycle pits, as well as overland flow from pervious drainage,areas on the north and south sides of the property flows into vegetated diversion ditches located along the northern and southern property lines. The diversion ditch along the southern property line directs flow into a detention basin/wetland area on the southwestern corner of the property that discharges down a riprap-lined slope into a woodland area (Figure 2). Drainage from the north side of the property, which includes building roofs_, as well as aggregate storage areas, vehicle access and travel areas, and the chemical storage area is routed via surface. -grade into a vegetated diversion ditch located along the northern property line. The ditch directs flo- into a retention basin located on the northwestern comer of the_property that discharges over a weir, down a riprap-lined slope "and into a wooded area. The receptors of storm water runoff from the facility are tributaries to Milburnie Lake, Neuseoco Lake and Beaverdam Creek, located west and north of the site, respectively (Figure 1). Figure 2 shows the drainage patterns and runoff destinations at the site. Soils and other particulates are pollutants that are most affected by runoff rate. Higher runoff rates increase erosion potential and transport particulate matter into receiving waters. Traditional storm water management efforts aim to lessen this impact in order to control flooding and minimize the size of downstream storm water conveyance systems. A corollary benefit of these efforts is a reduction in pollutant loading. Examples of methods that can be used to reduce runoff rates and flow velocities include: reducing runoff volume, leveling slopes of runoff - producing surfaces, and installing check dams and other runoff detention structures in the receiving stream. Other erosion control practices include vegetative linings in drainage paths, temporary soil matting, riprap, level spreaders, and placement of gabions (wire baskets filled with rock), which are designed to dissipate energy, reduce flow velocities and provide structural protection. Concrete -lined channels may also be used, but they may cause increased runoff velocity. Pollutants in storm water runoff, especially suspended materials, can be reduced by use of retention and detention basins, bioretention areas, engineered wetlands, sand filtration systems and sediment traps. Oil/water separators are effective for removal of oil and grease and other low -solubility, lighter -than - water pollutants. Adequate space allocation and regular maintenance are important for the construction and long-term effectiveness of these storm water management structures. Elements of SSWMPs including grassed sheet flow areas, grass -lined channels and riprap outlet protection are evident in the existing storm water system, and have been incorporated into the Plan. 3.2.5 Eliminating Pollutant Sources Often the most reliable and least expensive option that can be used to reduce pollutants in storm water runoff is to eliminate potential exposure of storm water to pollutants. Where this is feasible, it should be the first option considered. Common methods include: + Moving industrial activities and materials indoors or under roof eliminating illicit discharges; • Diverting runoff from areas containing pollutants; implementing good housekeeping practices; and changing operational practices. Most of these methods have been incorporated into the operation of the facility and development of the Plan. 3.3 Existing S'tarm Water Management Practices Exposure of industrial activity to storm water can be controlled through the use of storm water management practices. Both structural and non-structural management practices are employed at the Thomas Concrete Knightdale Batch plant. As indicated in the previous section, many storm water management practices have already been implemented at the facility. Storm Water Pollution Prevention Plan Thomas Concrete-Knightdale Batch Plant Knightdale, North Carolina April 14, 2009 Page 10 of 19 All new plant employees who deal with hazardous materials and waste receive Hazardous Waste Management Training annually, and employees responsible for cleaning up hazardous waste spills are provided Hazardous Waste Operations ("HAZWOPEk") training, and are provided annual HAZWOPER refresher training in accordance with 29 CFR 120. For each of the following sections, these procedures, in addition to the storm water management practices in place, will provide additional measures to prevent spills from impacting surface waters. 3.3.1 Office and Maintenance Building Storage of petroleum products other than diesel fuel is conducted within 55-gallon drums with over -pack containers inside of the storage shed_ Excluding the storage of construction debris and operational equipment outside of the storage shed on the northwest side of the site, all storage of petroleum products and maintenance tools and equipment is conducted inside the storage shed or within secondary containment structures. There are no floor drains in the storage shed. Non -industrial (domestic) wastewater from the office flows to the Town of Knightdale sanitary sewer system. 3.3.2 Cement Truck Cleanout Areas The following storm water management practices currently exist at the cement truck cleanout areas: Secondary containment for the collection of wastewater from the washing processes is provided by five settling pits in parallel that are constructed of a concrete pad and concrete baffle walls. The settling pits are each 12 feet in width, 28 feet in length, and eight feet deep, with side slopes of 20.5 feet, and have approximately 1,680 square feet of surface area. The five settlement pits provide approximately 13,440 cubic feet (100,531 gallons) of secondary containment for collection of storm water runoff from the impervious drainage areas surrounding the system as well as wastewater from the vehicle cleaning processes. Wastewater from the cleanout processes that accumulates inside the containment area is treated in an additional pit with buffering agents to adjust the pH and returned to the process via a sump pump and three-inch flexible and rigid piping. The collection/treatment pit measures 40 feet,by 40 feet by 12.33 feet deep, and has a capacity of approximately 17,600 cubic feet (131,648 gallons) with one foot of freeboard provided. Overflow from the settlement and recycle pits flows across the paved areas to the southwest and northwest, into vegetated diversion ditches located along the southern and northern property lines. The southern diversion ditch directs flow into a wetland area on the southwestern corner of the property, and the northern diversion.ditch directs flow into a retention basin located on the northwestern corner of the property. Overflow from the wetland area and detention basin flows into a woodland area and eventually into tributaries to Milburnie Lake; Neuseoco Lake and Beaverdam Creek, located west and north of the site, respectively. The settlementhreadnent pit - detention basin system is sized to collect and contain the volume of storm water from a portion of drainage areas DA-I and i7A-2 associated with a 25-year storm event and release the runoff ata flow rate equal to or less than pre -development peak conditions for a 25-year storm event.
