SITE DESCRIPTION The site is located on a mostly cleared 4.0 acre Iease parcel located at 3807 U.S. Hwy 25/70, within the McCrary Stone Quarry, near Marshall, North Carolina. The site currently consists of a level graded site area. Site topology is moderate sloping at exterior of graded site area. The site slopes from the northeast to southwest. The lowest area is along the southwestern property line. The French Broad River, a Class B watercourse, is the receiving waterbody and lies to the west of the subject. Stormwater discharge: from the site to receiving waterbody is routed through ephemeral drain -ways. PURPOSE The purpose is to obtain a NPDES General Discharge Permit NCG 140000 to discharge stormwater and wastewater under the National Pollutant Discharge Elimination System (NPDES) and to obtain an Authorization to Construct (ATC) to implement the necessary infrastructure to comply with NPDES requirements. PROCEDURES To discharge stormwater/process wastewater under the NPDES a Notice of Intent (NOI) application is to be submitted to the North Carolina Department of Environment and Natural Resources (NCDENR). Engineering plans and other pertinent data are to be submitted as designated in the NOI application. FINDINGS To comply with NPDES requirements, Brooks Engineering Associates, PA (BEA) has provided engineering plans dated February 5, 2010 that depicts the necessary infrastructure required. Effluent limits for the current site configuration can be achieved through a recycle system and a water mass balance. The truck washdown area has been graded to allow all site process wastewater to be collected in a single small basin area; all other surface water will bypass the wastewater basin and be treated as stormwater. The stockpile areas are located within an isolated area and consist of material that has already been washed and will not be wetted down. The truck washdown area will collect all material from the truck and drum washdown into a ramped wastewater collection basin that will allow all heavy material and settable solids to settle out. Wastewater will be skimmed from the top and flow into a 7,500 gallon storage tank. Wastewater from the 7,500 gallon tank will be pumped by manual control panel operation to the existing concrete production system. A high water alarm will be installed to warn when the tank reaches 85% capacity. The 7,500 gallon storage tank has been sized from calculations for the 25 year, 24 hour storm event and maximum daily water use classified as wastewater. Calculations have been provided as Attachment "A". From the calculations provided there is a water balance surplus of 1430 gallons. The storage tank has been sized to accommodate surplus water until it can be recycled into plant operations. All total suspended solids and pH are contained on site and reused for concrete. A Stormwater Pollution Prevention Plan (SPPP) will be written as required by the NTPDES permit in concurrence with the proposed plan. NCG140398 - ARO comments Brian, As we discussed on the phone today— I would not issue this until Carolina Ready Mix and McCrary worked out their lease agreement or.came up with a Memorandum of Understanding regarding the property boundaries. The Carolina Ready Mix "property boundary" should incorporate all of the industrial activity area (including raw material storage). It should also incorporate the drainage swales and detention basin that drains the site. Carolina Ready Mix will conduct their monitoring after the detention basin (that's currently being used for sediment and erosion control). Those are the only comments ARO has on the proposal. Feel free to issue after those conditions are met to your satisfaction. After speaking with Paul Sexton (Brooks Engr.) — he likely will be getting you,something re. the property boundary.
