The focus of the inspection was outfall 6-15 and the associated monitoring reports. Fecal coliform levels were reported at 6000 colonies/ 100mg for the September, 2013, sampling event. Blue Ridge Paper Products has Initiated a Tier I response as required by the permit. After reviewing the onsite conditions and considering possible causes for this exceedance, Blue Ridge Paper Products has concluded that the exceedance should be attributed to excrement from surrounding wildlife. Land quality staff observed excrement in several locations within the drainage area for this outfall. While excrement from surrounding wildlife may be a plausible explanation for this exceedance, other possibilities should not be ruled out. If subsequent sampling events result in fecal coliform exceedances at outfall 6-15, Blue Ridge Paper Products should consider other potential sources of fecal coliform bacteria. (For example, the Incoming waste stream or the possibility of a dead animal in in the culvert pipe.) Outfall 64 has had TSS exceedances on several occasions. The basin located up stream of outfall 6-4 has been maintained and the inlet pipe has been repositioned. TSS has Improved significantly at outfall 6-4. Blue Ridge Paper Products was doing an excellent job with record keeping and housekeeping at the time of this inspection. Only process wastes such as fly ash, bottom ash, lime mud, wastewater sludge and wood waste are allowed. The landfill currently operates under North Carolina Solid Waste Landfill license #44-06. There are active and closed landfill cells on the property. During the last permit cycle, cell #6A West was closed and cell #6D South was constructed and became active for waste disposal. As cells are opened and closed the stormwater outfalls are subject to different conditions based on activity levels. Outfalls #6-1, #6-7, #6-8, #6-9, #6-10, #6-11, #6-12, #6-13 and #6-16 are all located on closed cells. These cells have been capped and seeded with a ground cover that must be maintained for 30 years. There are a few gravel roads around each of the cells but have limited large truck traffic. Most are used by light utility vehicles and pickup trucks. Each semi-annual qualitative analysis for these outfalls has shown little to any appreciable sediment loss from these closed cells. Outfalls #6-17 & #6-18 are located alongside the paved road leading around the north side of closed cell #6A West. Outfall #6-2 has changed and now the majority of flow travels down Outfall #6-4 ditch line and into the retention pond. Unless there is a high rainfall event (2"+) over a short period of time will the outfall receive any flow. We are requesting representative outfall status for two outfalls (#6-4 & #6-15) at the #6 landfill. These representative outfalls will see the majority of activity on the site, which is from heavy truck traffic. Outfall #6-4 is located at the entrance to the landfill and is tied to a retention pond. All large trucks and other vehicles, trailers and equipment must travel through this entrance prior to arriving at the active cell. Outfall #6-15 is located to the north of active cell #6D South. The majority of all trucks use a series of gravel roads, off of the paved road, to access the active cell for waste disposal. The paper mill area is covered under individual stormwater permit NCS000105. • The landfill outfalls (those that have a discharge that can be captured) have been monitoring for TSS and pH. There have been some bench mark exceedances for TSS from 6-4, but improvements have been made on this basin recently, so lowered TSS levels are expected. Recommendations: Based on application materials received on February 6,.2013; and again on May 1, 2013, SPU considers the combined application materials sufficient to issue a COC for NCGI 2 and approval of Representative Outfall Status. Although the Iandfill materials are different from a municipal landfill, the parameters to be monitored are similar to that currently covered under the individual permit. DWQ/ARO believes the general stormwater permit for the landfill is adequate to characterize the stormwater discharge (with the exception of fecal coliform — which should not be present in detectable amounts). After at least S samples have been collected for fecal coliform, ARO will work with Evergreen to determine if fecal coliform monitoring is necessary. Much of the landfill area is capped and grassed over, with no appreciable stormwater runoff component.
