Inspection summary:
Reason for Vislt: Follow-up
This inspection was initiated by a benchmark exceedance at outfall 6-16. The focus of the inspection was outfall 6-15 and
the associated monitoring reports. Fecal coliform levels were reported at 6000 colonies/ 100mg for the September, 2013,
sampling event. Blue Ridge Paper Products has Initiated a Tier I response as required by the permit. After reviewing the
onsite conditions and considering possible causes for this exceedance, Blue Ridge Paper Products has concluded that
the exceedance should be attributed to excrement from surrounding wildlife. Land quality staff observed excrement in
several locations within the drainage area for this outfall. While excrement from surrounding wildlife may be a plausible
explanation for this exceedance, other possibilities should not be ruled out. If subsequent sampling events result in fecal
coliform exceedances at outfall 6-15, Blue Ridge Paper Products should consider other potential sources of fecal coliform
bacteria. (For example, the Incoming waste stream or the possibility of a dead animal in in the culvert pipe.)
Outfall 64 has had TSS exceedances on several occasions. The basin located up stream of outfall 6-4 has been
maintained and the inlet pipe has been repositioned. TSS has Improved significantly at outfall 6-4.
Blue Ridge Paper Products was doing an excellent job with record keeping and housekeeping at the time of this
inspection.

For #6 Landfill General Permit
Landfill #6 is an active industrial landfill for the Evergreen Packaging Canton Mill. Only process
wastes such as fly ash, bottom ash, lime mud, wastewater sludge and wood waste are allowed.
The landfill currently operates under North Carolina Solid Waste Landfill license #44-06. There
are active and closed landfill cells on the property. During the last permit cycle, cell #6A West
was closed and cell #6D South was constructed and became active for waste disposal. As cells
are opened and closed the stormwater outfalls are subject to different conditions based on
activity levels.
Outfalls #6-1, #6-7, #6-8, #6-9, #6-10, #6-11, #6-12, #6-13 and #6-16 are all located on closed
cells. These cells have been capped and seeded with a ground cover that must be maintained
for 30 years. There are a few gravel roads around each of the cells but have limited large truck
traffic. Most are used by light utility vehicles and pickup trucks. Each semi-annual qualitative
analysis for these outfalls has shown little to any appreciable sediment loss from these closed
cells. Outfalls #6-17 & #6-18 are located alongside the paved road leading around the north
side of closed cell #6A West. Outfall #6-2 has changed and now the majority of flow travels
down Outfall #6-4 ditch line and into the retention pond. Unless there is a high rainfall event
(2"+) over a short period of time will the outfall receive any flow.
We are requesting representative outfall status for two outfalls (#6-4 & #6-15) at the #6 landfill.
These representative outfalls will see the majority of activity on the site, which is from heavy
truck traffic. Outfall #6-4 is located at the entrance to the landfill and is tied to a retention
pond. All large trucks and other vehicles, trailers and equipment must travel through this
entrance prior to arriving at the active cell. Outfall #6-15 is located to the north of active cell
#6D South. The majority of all trucks use a series of gravel roads, off of the paved road, to
access the active cell for waste disposal. The opportunity for sediment losses to the ditch lines
and sediment ponds are greater in this area due to this activity.

— NPDES general permit. This permit is issued pursuant to the requirements of North Carolina
General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the
US Environmental Protection Agency dated October 15, 2007 (or as subsequently amended).
Please take notice that this certificate of coverage is not transferable except after notice to
the Division of Water Quality. The Division of Water Quality may require modification or

Description of Onsite Activities:
• Landfill serves as an industrial landfill for the Evergreen Packaging kraft pulp and paper mill. Landfill
is only permitted for those process wastes associated with the mill and its operations and does not include
municipal wastes. Wastes include fly ash, wastewater treatment plant biosolids, lime, coal cinders, wood
waste and a separate active cell for asbestos containing materials.
Documents Reviewed:
NPDES general stormwater permit application materials, received in final form February 6, 2013.
Request for Representative Outfall Status, dated May 1, 2013.
History:
• First time general stormwater permit application for the landfill. However, stormwater outfalls at the landfill
have been monitored under the Individual Permit (for the paper mill). The paper mill area is covered under
individual stormwater permit NCS000105.
• The landfill outfalls (those that have a discharge that can be captured) have been monitoring for TSS and
pH. There have been some bench mark exceedances for TSS from 6-4, but improvements have been made
on this basin recently, so lowered TSS levels are expected.

Recommendations: Based on application materials received on February 6,.2013; and again on May 1,
2013, SPU considers the combined application materials sufficient to issue a COC for NCGI 2 and approval
of Representative Outfall Status. We are requesting Regional Office review comments, and full or qualified
concurrence.

Susan Wilson (DWQ/ARO)'has inspected the facility and concurs with issuance of the landfill under a general
stormwater permit (and to extract it from the individual stormwater permit, which is more applicable to the
mill and WWTP area).
Although the Iandfill materials are different from a municipal landfill, the parameters to be monitored are
similar to that currently covered under the individual permit. DWQ/ARO believes the general stormwater
permit for the landfill is adequate to characterize the stormwater discharge (with the exception of fecal
coliform — which should not be present in detectable amounts). After at least S samples have been collected
for fecal coliform, ARO will work with Evergreen to determine if fecal coliform monitoring is necessary.
Much of the landfill area is capped and grassed over, with no appreciable stormwater runoff component.
DWQ/ARO has worked with Evergreen personnel to determine the best scenario for Representative Outfall
Status and this will be issued under separate letter from the Certificate of Coverage for the general stormwater
permit.
Outfall 6-4 is along the entrance road to the landfill and Outfall 6-15 is from the sediment basin below the
active Iandfill area. These autfalls will serve as representative outfalls for the Iandfill.

Please accept our Notice of Intent for a General Stormwater Permit for the #6 landfill in
association with the Canton Mill. The landfill was previously permitted under an individual
stormwater permit along with the mill. After discussion and consultation with the NCDWQ staff
at the Asheville Regional Office we are requesting the landfill be permitted separately.
With this application, we are requesting representative outfall status for two outfalls located at
the landfill. Outfall #6-4 is at the entrance to the landfill. It was previously permitted as a
representative outfall. The second representative outfall would be Outfall #6-15. In the previous
permit, Outfall #6-10 was granted representative status. This outfall is surrounded by capped
landfill cells with well -established ground cover. Landfill cell 46D South is the current, active
cell. Outfall #6-15 is adjacent to the active cell and would provide the most representative data
for activities in this area.

BEST MANAGEMENT PRACTICES
SUMMARY
• The #6 landfill continues to manage capped cells of the landfill in accordance with
its permit by providing and maintaining a ground cover. Other drainage
improvements include the paving of roadways around Area A West (active cell) and
the redesign of Outfall 46-4. This new drainage provides greater settling potential
for stormwater runoff before entering Bowen Branch.
