Director Division of Water Quality September 23, 2008 Ms. Sherry Beeson, Operations Manager Viewmont Sandrock and Landfill 4048 Viewmont Road Greensboro, NC 27406 Subject: General Stormwater Permit Inspection NPDES General Permit No. NCG020104 And NCG020635, Viewmont Sandrock and Landfill, Greensboro, NC Guilford County Dear Ms. Beeson: On September 18, 2008, Sue White of this office performed a Stormwater Permit Inspection at Viewmont Sandrock and Landill located at 4048 Viewmont Road in Guilford County. You were present for the inspection.' This site is covered by general stormwater Permit No. NCG020633 TO DISCHARGE STORMWA TER, MINE DEWATERING, AND PROCESS WASTEWATER under the National Pollutant Discharge Elimination System (NPDES). In addition, the site covered by Permit No. NCG020104, located adjacent, was investigated as a candidate for that permit to be rescinded. Permit No. NCG020104-The permit became effective December 12, 19.99 and expired November 30, 2004. This site is no longer being mined. The land has been seeded and is being used for stockpile and a small retention pond. It is apparent that no additional mining will be done here. The permit is in the name of the previous owner, Carroll Groome, who is now deceased. This permit will be rescinded. Permit No. NCG020635 1. Permit NCG020635-The permit became effective January 19, 2005 and expires December 31, 2009. 2. Records/Reports A Stormwater Pollution Prevention Plan (SWPPP) was available for review at the inspection, along with rainfall data records, and analytical monitoring records. Analytical monitoring has been done on a quarterly basis using Table 4 '(Monitoring Requirements for Mine Dewatering Wastewater) in your permit. This site does not participate in Mine Dewatering. The correct tables to follow are: Table 1 (Analytical Monitoring Requirements for Stormwater Discharges from Land Disturbing Activities and Process Areas) on an annual basis and Table 5 (Qualitative Monitoring Requirements) on a semi-annual basis. Although required, qualitative records were not available of the monitoring that is being done. It is suggested that a digital camera with a date stamp be used to document your qualitative monitoring, with the printed, time dated photos and written comments stored in the book with your analytical results. 3- Facility Site Review The facility only appears to have only one stormwater discharge outfall (SDO), which collects stormwater from the majority of the site. The stormwater is collected in a retention pond and goes through rock check dam and into Hickory Creek. Effluent/Receiving Waters Stormwater from the property discharges to Hickory Creek (Class WSIV) in the Cape Fear River Basin via the abovementioned stormwater discharge outfall. 5. Self -Monitoring Program Monitoring requirements include one annual analytical sampling event per year, which requires the use of a North Carolina Certified Wastewater Lab and semi-annual qualitative monitoring at each stormwater discharge outfall on the property that you perform yourself. Other than the corrections needed that are listed above, the site is doing a good job following permit guidelines. Please review the new permit to familiarize yourself with the changes in the reissued permit. The general permit authorizes discharges of stormwater.and some types of wastewater. You must meet the provisions of the permit for the types of discharges present at your facility. This permit is reissued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between the state of North Carolina and the U.S. Environmental Protection Agency, dated December 6, 1983.
