On May 23, 2013, Joanne Steenhuis from the Division of Water Quality Wilmington Regional
Office (WiRO) conducted an inspection of the VFW (toad Mine facility located at the end of VFW
Road in Cedar Point, NC. The Division of Water Quality appreciates your assistance during the
inspection procedures.
This inspection was conducted to verify that the facility is operating in compliance with the
conditions and limitations specified in NPDES General Permit No. NCG020346. This facility was
found to be in non-compliance with the permit requirements. The pit site looked good and the
water being discharged into the pond was clear, but the paperwork associated with the permit
was not being done. The findings and comments noted during this inspection are provided in
the enclosed copy of compliance inspection report.
Due to the non -discharge potential of this site, this Office will support a rescission when
requested by the applicant after they have sealed/removed the pipes from the pond. You can
e-mail pictures to Joanne Steenhuis or request for her to come to the site for a visual
inspection.

Inspection Summary:
The mine is in non-compliance with paperwork only. The water being dicharged from the pit was clear and no discharge
was coming out of the pond.
If the applicant is willing to cap off or seal with cement the pipes coming from the pond, there will be no need for the site to
maintain the NPDES permit. This Office would approve recsission when evidence of the pipes have been sealed/capped
or removed.

Comment: The only discahrge from the pit was a 2" pipe into the pond. The outfall of
the pond (pipe) was not discharging at the time of the inspection. The pond would have
to rise approximately a foot or more (over 10 acres) for the pipe to discharge. The
owner was will to cement or cap off the pipe(s) leaving the pond to prevent a discharge.
