General Permit No's. NCG020000, COC's NCG020060, NCG020152, NCG020175, NCG020187, NCG020232 and NCG020635, Dear Mr. Nivens: On February 21, 2013 Sue White of this office conducted compliance evaluation inspections at four of the Martin Marietta sites throughout Guilford County. You were present for these inspections. On February 26, 2013 the remaining two Martin Marietta sites (High Point and Viewmont) were visited. You were not present for these inspections. These type of inspections consists of two basic parts: an in office file review and an on -site inspection of the treatment facility. The following are the findings from the subject inspections: I. Permit -Permits for all sites were issued on January 1, 2010 and will expire on December 31, 2014. Permits were readily available for inspection when requested. Please be advised that the application for permit renewal be submitted 180 days prior to the permit expiration date. IL Stormwater Pollution Prevention Plan - Plans were well organized and maintained in a binder. All required information was site specific and complete. III. Qualitative monitoring - Being performed at all sites and recorded per permit requirements. IV. Quantitative monitoring - Monitoring and record keeping at all sites per permit requirements. V. Facility Site Reviews - The Hicone (NCG020175) and High Point (NCG020232) quarries are inactive sites. The Viewmont site is leased to A1-Sandrock though Martin Marietta maintains the permits for that site. - All active sites were well maintained and raised no concerns with the DWQ Inspector. It's clear that Martin Marietta takes pride in the appearance of their quarries and is diligent in the pursuit of permit compliance. Graham: Coleen H. Sullins, Director Division of Water Quality On May 12, 2008 a Compliance Inspection was performed by George Smith, of this office. Ms. Stephanie Graham, Environmental Engineer; Steve Carter, Plant Manager; and Barry McConnell, Assistant Plant Manager were present for the inspection. The attached inspection form evaluates six (6) areas as noted in this letter of the attached EPA inspection report, and the observations and comments during the inspection are addressed below: Permit The NPDES general permit became effective on January 19, 2005 and expires on December 31, 2009. Your certificate of coverage became effective on February 7, 2005. The inspection covered the following Terms and Conditions in the permit: 1. Authorization to Construct and Operate a Treatment Facility per Part 11, Section A. 2. Operation of a Treatment Facility per Part II, Section B 3. Monitoring, Controls, and Limitations for Permitted Discharges per Part 111, Section A. 4. Analytical and Qualitative Monitoring for Discharges Composed Entirely of Stormwater per Part 11I, Section B. 5. Effluent Limitations and Monitoring for Mine Dewatering and Process Wastewaters per Part 111, Section C. 6. On -site Vehicle Maintenance analytical monitoring per Part III, Section B, Tables 3 & 4. At the time of this inspection, the site is inactive and does not discharge contaminated stormwater that has come in contact with any overburden, raw material, intermediate products, finished products, byproducts or waste products. Operation of the treatment facility per Part II, Section B, states that process wastewater shall be monitored. There is no process wastewater 3. Monitoring, Controls, and Limitations for Permitted Discharges per Part III, Section A requires that Best Management Practices (BMPs) be implemented. The site is inactive. There is no point source wastewater or stormwater discharge. 4. Analytical Monitoring for Discharges Composed Entirely of Stormwater per Part III, . Section B is not required since no point source discharge exists. 5. Mine dewatering & Recycle wastewater discharges per Part III, Section C (Quarterly Monitoring) is not required at this time. 6. Nondischarging closed loop recycle systern per Part III, Section C had greater than 2-feet of freeboard (4-feet). There is no recycle system. Facilitv Site Review The site is not ruined. There is no storage of any materials. There is no processing. The site is not disturbed. There is a fence around the property. There are 4-wheeler trails on the property. Our file contains a 1998 erosion control site map, which shows a pit, office, and processing areas. The site inspection did not show any of these elements to be present. Analytical tests are not required. Laboratory Self-Monitorin Program Monitoring records are kept that document that there is no flow.
