Blanchard Terminal Company LLC(Blanchard), a subsidiary of Marathon Petroleum Company LP (Marathon), owns
and operates the Petroleum Bulk Storage and Distribution Terminal located at 7401 Old Mount Holly Road in
Charlotte. The facility is covered under the above-referenced National Pollutant Discharge Elimination System
Permit(NPDES).
The subject permit is scheduled to expire on June 30, 2020. Blanchard is hereby requesting that the permit be
renewed. As required, Blanchard is including one(1)original and two(2)copies of the application.

7. Describe the treatment system List all installed waste treatment components with capacities,
describe the processes that generate wastewaters. If the space provided is not sufficient attach a
separate sheet of paper with the system description.
The facility does not have any treatment system or assets. Stormwater (by drains and sheet
flow) convey to and within secondary containment structures with normally closed valves.
Stormwater gravity clarifies within containments and discharges infrequently thru two
containment valves (outfalls 009 and 010) as necessary for water management. Very
infrequently, (annually in most instances) hydrostatic test and fire suppression system
(without fire foam) wastewaters convey by the same system and retention occurs for a period of
time as necessary to dissipate total residual chlorine before discharge thru the same outfalls.
In rare instances chemical dechlorination may be used to achieve chlorine removal. Contact
stormwater reaching the truck loading rack is conveyed to a holding tank for off-site recycling,
treatment and disposal by third-party facilities. Tank water bottoms are also removed to the
same third-party facilities.
