The City was required to perform semi-annual Stormwater Discharge Monitoring at three outfalls that discharge into the riparian buffer and ultimately discharge into Nutbush Creek in the Roanoke River Basin. The City of Henderson has a Standard Industrial Classification 40 that includes activities associated with Vehicle Maintenance Areas. The city has a Stormwater Pollution and Prevention Plan and is required to monitor pH (6-9), non -polar grease (EPA method 1664) (<l 51-ng/1), Total Suspended Solids (<100 mg/1), Total Rainfall and New Motor Oil Usage (gal/month). Over the course of our monitoring, the wastewater department stopped collecting the stormwater samples and the engineering department was put in charge of the sample collection. The wastewater department stopped collecting the sample because the sampling protocol required them to come to our site within 20 minutes of the start of a rain event and in many cases outfall SDO-002 required them to stay on site for hours during a light rainfall event to collect a sample due to its small drainage area. Due to the constraints of the permit relative to the first flush, it became evident that staff was not always present to collect the sample during a rain fall event so, the engineering department utilized a stream sample bottle to collect the stormwater sample. The City went through at least 5 iterations of how to install the sample bottles for an unmanned collection. In all cases the stream sample bottle had to be buried below grade so the first flush would run across the depression and drop into the sample bottle (see attached drawing). We went through many arrangements of setting up the sample bottles collection system by digging in front of the RCP outlet but we got varied responses to the stormwater quality and it eventually forced us to move towards a tier 2 (monthly) sampling protocol (TSS has been a parameter that exceeded permit limits at various times). The City hired a consulting engineer/firm to install stormwater devices to improve the water quality and revise the stormwater collection system. These devices significantly helped the water quality but, we were still collecting samples by burial of a sample bottle in a sample collection tube. Both before and after the installation of the engineered system we had to set stones on top of the collection tubes because the collection tubes kept floating out of the hole. It is my firm belief that in many instances the sample was contaminated due to turbidity in the pit, not the stormwater itself. I have not figured out how to get a quality un-manned sample and would like to have a detailed discussion with you to help the city rectify this problem. The current engineered system is believed to be functioning correctly but SDO-003 maybe experiencing rising TSS levels due to the reduced assimilative capacity of the engineered system. Public Works is scheduled to clean these devices within 2 weeks of this letter. Please note that SDO-003 is the largest drainage area and drains the bulk material storage (aggregates and soil) area which is leading to a blinding of the City's engineered system. Please see the attached devices that proved very effective until the devices began experiencing break through with respect to TSS. No gas, oil, unusual water color or odors were ever reported on any of the outfalls' discharge location before or after the engineered system installation. Attached are the results of our monitoring both before and after the engineered devices. I have included the following for your review: 1. Semi-annual Stormwater Discharge Monitoring Report summary sheet 2. 1 sketch of the Operations Center and discharge points. 3. A sketch of the non -manned sample collection device set-up. 4. Layout of the engineered system. I spoke with DEQ on two occasions to let them know some of the problems we were experiencing and some of the measures we took to mitigate these issues. Two consecutive samples exceeded the same benchmark (TSS) and we self-imposed a Tier 2 monitoring level. Henderson took the following corrective actions at the facility to resolve the TSS issue. l . The parking area was swept 2. The storm sewers were jetted clean to remove any deposition that may have occurred in the lines and that would potentially migrate to the discharge point at the first flush. 3. Silt bags were installed in the drop inlets at the back of the facility as secondary containment. 4. Mulch logs will be installed in front of the material storage bins as primary containment. Henderson has a full service garage, fuel depot and utility operations/equipment at this location. The utility operations performed from this location includes repair and maintenance of the following infrastructure; water distribution, sewer collection, stor nwater and streets. The following materials are stored in sheds on site; sand, salt, #67 stone, aggregate base course, screenings and mulch. These materials are used in our daily operations but, the storage sheds are open on one side to permit loading and unloading of dump trucks but, this open side during a driving rain exposes the material to the elements and there is positive drainage away from the building. Most of this material stays put in these bins but, during an emergency repair this material is removed from the bins and loaded on trucks where some of the material can potentially be spilled on the asphalt adjacent to the storm drain. When water and sewer lines break the crews address the immediate environmental or property threat associated with the utility line break and then address cleaning the spilled materials as part of a house keeping measure. Therefore silt socks were installed in the drop inlets as a secondary containment and mulch logs will be installed in January as part of the primary containment. We will also increase our house keeping of this material with power brooms to keep the material from entering the storm drain. The City of Henderson has taken proactive measures to bring the discharges back into compliance. The City will perform maintenance on the engineered systems and continue monthly monitoring but we do request technical assistance on how to collect unmanned samples without exceeding the TSS. I estimated the city of henderson scope which i bet you guys might be able to improve upon. Our approach includes installing a 40' level spreader geotextile tube with two 25' returns. The fabric material is UV stabilized for 30 years in coastal conditions so i expect it to outlast you and 1. Some maintenance will be required to clean out from time to time especially as the vegetation establishes. I like to use young plants and manage them as they establish. The below scope should address DEQ/DENRs issues as i have seen Level Spreaders applied for metal recycling and shredding facilities that have far more hazardous outfall conc. than what i expect you guys have. I'd be happy to catch up to go over the below when you have a second. (Date 1 1 /6/2014) 3. 1 sketch of the Operations Center and discharge points. This facility failed to meet ONE of the THREE benchmarks required in the General Permit. The elevated value was total suspended solids (TSS) as sampled on November 6, 2014 at both SDO # 1 and SDO #3 with respective sample values of 176mg/l and 164mg/l. The facility exceeded the benchmark for total suspended solids (TSS) on the previous semi-annual Stormwater DMR at SDO #3. The previous sample was taken on May 14, 2014 with a TSS value of 162mg/l. Due to two consequetive samples having exceeded the same benchmark our monitoring status has moved to Tier 2 level. Henderson took the following corrective actions at the facility to resolve the TSS issue. 1. The parking area was swept 2. The storm sewers were jetted clean to remove any deposition that may have occurred in the lines and that would potentially migrate to the discharge point at the first flush. 3. Silt bags were installed in the drop inlets at the back of the facility as secondary containment. 4. Mulch logs will be installed in front of the material storage bins as primary containment. Henderson has a full service garage and utility operations center for water, sewer and storm at this location. The following materials are stored in sheds on site; sand, salt, #67 stone, aggregate base course, screenings and mulch. These materials are used in our daily operations but, the storage sheds are open on one side to the elements and have positive drainage away from the building. Most of this material stays put in these bins but, during an emergency repair this material is removed from the bins and loaded on trucks where some of the material can potentially be spilled adjacent to storm drain. When water and sewer lines break the crews address the immediate environmental or property threat associated with the ,utility and then address cleaning the spilled materials as part of a house keeping measure. Therefore silt socks were installed in the drop inlets as a secondary containment and mulch logs will be installed in January as part of the primary containment. We will also increase our house keeping to this material swept up and from entering the storm drain. Pldase understand that Henderson is taking proactive measures to work back into compliance and we will report our status and progress in the forthcoming months. A single storm event may contain up to 10 consecutive hours of no precipitation. A "measurable storm event" is a storm event that results in an actual discharge from the permitted site outfall. The previous measurable storm event must have been at least 72 hours prior. The 72-hour storm interval does not apply if the permittee is able to document that a shorter interval is representative for local storm events during the sampling period, and the permittee obtains approval from the local DWQ Regional Office.
